Renovation of a mixed-use development in Clinton, Oklahoma. Completed plans call for the renovation of a medical facility.

This is a combined synopsis/solicitation for items prepared in accordance with FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is issued as Request for Quotes (RFQ) 246-23-Q-0045. Contractor must not impede entry to or exit from facility. o Contractor must provide and install barricades and/or cones to isolate work area, holes, gaps, etc. from the general public when required. o Contractor must furnish all labor and materials to complete this project. Condensing units, fan coil units, line sets with insulation, refrigerant, disconnects, breakers, wiring, drain pans, insulation, wet switches, low ambient controls, fan cycling switches, etc. o Contractor must remove and dispose of all old equipment and components off-site. o Contractor must install condensing units on adjustable risers. Units must NOT be installed in direct contact with roof surface. o Contractor must furnish and install drain pans and wet switches for all fan coil units. Contractor must flush existing condensate drains prior to use. o Contractor must integrate existing WebCtrl sensors into new units. o All roof penetrations will be re-sealed to prevent any water damage. Any damage caused to building or grounds must be repaired at Contractor's expense. o Contractor shall maintain a clean work area, disposing of generated waste in contractor provided receptacles. o All work shall be coordinated with on-site point of contact. o Working hours will be 0700-1800. o All contractor employees onsite will be required to perform a back ground investigation. This procurement is 100% buy Indian set-aside under NAICS code 238220 with a size standard in millions of dollars $19.0. Contractor shall remove and replace all (4) fan coil units, associated parts and equipment, that serve the (3) IT rooms located at the Clinton Indian Health Center with new equipment in accordance with the statement of work. The period of performance for this requirement is 120 calendar days from Notice to Proceed. Site visit is scheduled for February 22, 2023, 10:30 AM at the Clinton Indian Health Center. Questions are due no later than February 28th 2023 5pm CST. The closing date for receipt of quotes is March 10, 2023 COB CST. The offer shall be received by email to jeffrey.earnest@ihs.gov or in a sealed envelope, addressed to this office, showing the solicitation number, your name and address, no later than 5:00 p.m. CST, on March 10, 2023. THE INDIAN HEALTH SERVICE SHALL NOT CONSIDER YOUR QUOTE FOR AWARD IF YOU FAIL TO PROVIDE A PROPOSAL CONTAINING: A) Firm, Fixed price quote with attached bid sheet B) Technically specifications of the statement of work, acceptable materials list to be used. C) (2) Relevant past performance of this type of work, shall provide organization's name, point of contact, summary of project and award amount D) Bid bond form (SF24) attached is required at $35,000. If over $35,000 and selected as the acceptable vendor proposal, performance (SF25) and payment (SF25A) bonds shall apply Offers shall be evaluated on an acceptable/non-acceptable basis. Unacceptability of "A" and "B" (stated above) shall render the entire quote unacceptable. Evaluation shall proceed as follows: 1. Quotes shall be ranked by price, from low to high 2. Quotes shall then be evaluated for technical acceptability beginning with the lowest priced quote 3. This process shall proceed until a technical acceptable quote is identified THE INDIAN HEALTH SERVICE SHALL NOT CONSIDER YOUR QUOTE FOR AWARD IF YOU FAIL TO MEET THE REQUIREMENTS IN THE STATEMENT OF WORK CONTRACT AWARD SHALL BE MADE TO THE RESPONSIBLE, RESPONSIVE OFFEROR OFFERING THE LOWEST REASONABLE PRICE AND MEETING ALL TECHNICAL SPECIFICATIONS. The technical evaluation shall be a determination based on information furnished by the vendor in the submitted proposals. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. **Please note that potential awardees may be required to pass a background investigation from the IHS Human Resource Department.
