**As of March 29, 2023, project was awarded, start date is May 2023 and no specific end dater** Each bidder's bid must be accompanied by one of the following forms of bidder's security: (1) cash; (2) a cashier's check made payable to the School; (3) a certified check made payable to the School; or (4) a bidder's bond executed by a California admitted surety as defined in Code of Civil Procedure section 995.120, made payable to the School in the form set forth in the Contract Documents. Such bidder's security must be in an amount not less than ten percent (10%) of the maximum amount of bid as a guarantee that the bidder will enter into the proposed Contract, if the same is awarded to such bidder, and will provide the required Performance and Payment Bonds, insurance certificates and any other required documents. Each bidder shall be a licensed contractor pursuant to the California Business and Professions Code, and be licensed to perform the work called for in the Contract Documents. The successful bidder must possess a valid and active Class C33 License at the time of bid and throughout the duration of this Contract. The Contractor's California State License number shall be clearly stated on the bidder's proposal Subcontractors shall be licensed pursuant to California law for the trades necessary to perform the Work called for in the Contract Documents. Each bid must strictly conform with and be responsive to the Contract Documents as defined in the General Conditions. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding In the event of failure to enter into said Contract or provide the necessary documents, said security will be forfeited All bonds (Bid, Performance, and Payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure section 995.120. Where applicable, bidders must meet the requirements set forth in Public Contract Code section 10115 et seq., Military and Veterans Code section 999 et seq. and California Code of Regulations, Title 2, Section 1896.60 et seq. regarding Disabled Veteran Business Enterprise ("DVBE") Programs. Forms are included in this Bid Package. The Contractor and all Subcontractors shall comply with the requirements set forth in Division 2, Part 7, Chapter 1 of the Labor Code. The School has obtained from the Director of the Department of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in the locality in which this work is to be performed for each craft, classification or type of worker needed to execute the Contract. These per diem rates, including holiday and overtime work, as well as employer payments for health and welfare, pension, vacation, and similar purposes, are on file at the School, and are also available from the Director of the Department of Industrial Relations. Pursuant to California Labor Code section 1720 et seq., it shall be mandatory upon the Contractor to whom the Contract is awarded, and upon any subcontractor under such Contractor, to pay not less than the said specified rates to all workers employed by them in the execution of the Contract. A Contractor or Subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in the Labor Code, unless currently registered and qualified to perform public work pursuant to Labor Code section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. The Contractor and all subcontractors shall furnish certified payroll records as required pursuant Labor Code section 1776 directly to the Labor Commissioner in accordance with Labor Code section 1771.4 on at least on a monthly basis (or more frequently if required by the School or the Labor Commissioner) and in a format prescribed by the Labor Commissioner. Monitoring and enforcement of the prevailing wage laws and related requirements will be performed by the Labor Commissioner/ Department of Labor Standards Enforcement (DLSE) No bidder may withdraw any bid for a period of ninety (90) calendar days after the date set for the opening of bids. Separate payment and performance bonds, each in an amount equal to 100% of the total Contract amount, are required, and shall be provided to the School prior to execution of the Contract and shall be in the form set forth in the Contract Documents. All bonds (Bid, Performance, and Payment) must be issued by a California admitted surety as defined in California Code of Civil Procedure section 995.120. Where applicable, bidders must meet the requirements set forth in Public Contract Code section 10115 et seq., Military and Veterans Code section 999 et seq. and California Code of Regulations, Title 2, Section 1896.60 et seq. regarding Disabled Veteran Business Enterprise ("DVBE") Programs. Forms are included in this Bid Package. Any request for substitutions pursuant to Public Contract Code section 3400 must be made at the time of Bid on the Substitution Request Form set forth in the Contract Documents and included with the bid. No telephone or facsimile machine will be available to bidders on the School premises at any time. It is each bidder's sole responsibility to ensure its bid is timely delivered and received at the location designated as specified above. Question Deadline 03/08/2023 Each request for clarification shall be submitted in writing, via email, to only the following persons: TO: Douglas Henning Facilities & Construction Manager dhenning@santapaulausd.org Abbreviated Written Summary / Scope of work: Exterior painting of all buildings and site structures at Santa Paula High School at the block bounded by 5th Street to the west, Virginia Terrace to the north, 6th Street to the east, and Cardinal Way to the south. This includes the 100 wing, 200 wing, 300 wing, admininstration building, auditorium building, elevator building, and clock tower. Contractor is responsible for accurate measurements and for proper disposal of all removed materials and debris. Unless noted otherwise, all items below apply to Santa Paula High School. The scope of work shall include the following requirements: 1. This contract is for a high-quality paint job. Significant substrate preparation shall be provided at all locations where required. At locations of peeling paint, significant prep work will be required to prepare the substrate for priming and painting. Major substrate repair, sanding, or corrective action may be required at many locations. 2. Major scraping and wall preparation will be required at the north side of room 207 and at the west side of room 207. 3. Minor crack-fill, hole-filling, and caulking shall be provided by this contract. 4. Comply with Section 09 91 00. 5. Contractor to comply with all lead safe work practices. 6. See Section 01011 for a campus site plan. 7. A laydown area and acceptable location for a storage container shall be coordinated with and approved by the District's construction manager. 8. Provide daily cleanup as part of this contract. 9. Paint the exterior of these buildings (see Section 01011 for a campus map): - 100 wing - 200 wing - 300 wing - Admin building, including portico - Auditorium building, including portico - Elevator building - Clock tower 10. Paint planter walls/retaining walls, site walls, and rails that have been previously painted. Planter/retaining walls that were not previously painted shall not be painted. 11. Paint shall be by Dunn Edwards. See Section 099100. Colors will be changed as follows: - The exterior brown color and exterior tan color = Tea Bag DE6062 - The exterior yellow color = Burnished Cream DE5365 - The exterior orange color = Pottery Clay DET437 - The exterior red/terra cotta color = Santa Fe Sunset DET458 - The exterior white color = Warm White DEW380 - The exterior black color = Black DEA002 - The exterior blue color = Periscope DE5873 - Interior door color = Swiss Coffee DEW341 - Interior door color at some 200 wing classrooms = Sheet Metal DE6356 12. Exterior colors shall be flat, except for doors, which shall be semi-gloss. 13. The following exterior surfaces or items shall be painted a. Previously painted surfaces unless noted otherwise. b. Building identification letters, if any, shall be reinstalled to match existing. c. Closure panels above window units, whether metal, wood, or some other material. d. Exposed conduits (including seal-tight conduit), pipes, brackets, struts, attachments, etc. e. Windows, doors, door and window frames. f. Window protection wrought iron and/or decorative metal. g. The 300 building roll-up door (west elevation). h. The auditorium building roll-up door (west elevation), color TBD. i. Room 207 window unit supports. j. Louvers. k. Upper courts fountain. l. Lower courts fountain. m. Non-galvanized railings, including handrails and guardrails. n. Wrought iron and/or decorative metal fencing/gates. o. Pre-finished sheet metal copings, flashings, and surfaces. p. Retaining wall at upper courts. q. Galvanized rails north of room 211. r. Exposed wood at covered walkways. s. Chimneys, including room 215 and room 208. t. Benches east of room 107 and room 109. u. Bench at the landing south of the auditorium. v. Site walls along 6th Street. w. Re-painting of two colors between rafter tails at the south wall of the administration. 14. The following surfaces or locations shall be excluded (not painted): a. Library south wall, as the library will be modernized as part of a future project. b. Exposed, galvanized rails unless noted otherwise c. Room 208 north wall mural d. Room 114 west wall mural e. Mural up high on west wall of Room 113 (just below the rafter tails) f. Murals located in the east stairwell between the 100s and 200s g. Mural(s) at east wall of auditorium h. Mural up high at the south administration wall i. Red, white, and blue banding at the beams at the administration loggia and at the auditorium loggia j. 300 building windows k. Sloped roof penetrations unless noted otherwise l. Lockers m. Finials near the top of the clock tower n. Exterior stairs from administration to Cardinal Way o. Bridge from administration to 400 wing p. Site wall from the east portico on Cardinal Way all the way to 6th Street 15. The interior side of exterior doors shall be painted. The interior side of exterior doorframes shall not be painted. 16. The interior of the windows and the interior window trim shall be painted at the following rooms: 120, 122, 124, 200, 02, 204, 205, 206, 208, and 210. 17. The walls and ceiling of the corridor north of rooms 128, 126, and the bathroom shall be painted. The wall and ceiling color shall be changed to Burnished Cream. 18. Other exterior corridors shall also be painted, including west of rooms 114 and 116, east of rooms 111 and 113, west of room 124, and west of room 215. 19. Windows at the following rooms will be replaced this summer: 114, 116, 118, south elevation of admin, 107, 109, 111, 113, 203, and 207. This contractor shall not paint the existing windows. After the new windows are installed, this contractor shall provide all painting touch-ups at both the interior and exterior side of the windows. The exterior of the new windows is pre-finished, but the interior of the new windows will be primed wood. This contract shall also include the interior finish painting of these new windows. 20. The paint colors will be changed at the door frames, window frames, and trim color at room 214 and 216. 21. There is a large gap between the building and the flatwork at the southeast corner of room 207. Infill this gap with sand and install self-leveling SikaFlex caulking to this joint to eliminate the gap. 22. The quality of the existing paint / dash coat at the following locations is substandard. The paint or dash coat is badly peeling at these locations: a. South elevation of rooms 128, 126, and restroom. b. North elevations of the administration building, including the east elevation wall of the attendance room c. Entire west elevation along 5th Street starting at room 107 up to room 207 d. Room 207 north elevation e. East elevation of room 120 and 122 Some of these locations can easily be peeled off by hand. At these buildings (elevations), all loose, peeling, flaking paint/dash coat at the exterior walls shall be removed and properly prepared. Apply OmegaFlex base primer and then apply OmegaFlex Fine at all exterior walls. Following the placement of the OmegaFlex Fine, the contractor shall then apply prime coat and two finish coats of paint. 23. Provide major scraping and significant prep at the south wall of the auditorium. The District will not accept the painting at this location if adequate wall preparation is not provided. 24. Paint the tops of all exterior doors not located beneath overhangs. 25. Paint ornamental fencing and ornamental rails. 26. Remove and replace damaged 2x members for a 12' long segment at the west end of the underside at the north side of room 207. Also remove and replace damaged 2x members for a 6' long segment further towards the east end of the same elevation. 27. Provide bondo where necessary to repair damaged wood members. At a minimum, this will be required at the following locations: - About one dozen exposed rafter tails at room 207 - Three exposed rafter tails east of room 205 - Two exposed rafter tails north of room 215 - Twenty-two exposed rafter tails north of rooms 211, the elevator courtyard, 212, and 210. - Four exposed rafter tails north of room 208 - Twenty-six exposed rafter tails west of rooms 200, 202, and 204 - Twenty exposed rafter tails at the center courts - Three exposed rafter tails west of rooms 118 and 120 - One exposed rafter tail at the administration loggia - Six exposed rafter tails at the auditorium loggia - One exposed rafter tail west of room 109 - Four exposed rafter tails west of room 113 28. A lead survey report dated April 30, 2021 is included at the end of this specification section and is part of the bid documents. This contractor must adhere to lead paint recommendations entailed in this report. 29. During the punch list phase, the District will review window openings with roller shades with a high degree of scrutiny. The contractor shall endeavor to keep paint off roller-shades. 30. Door hardware is known as "finished hardware" for a reason. That is because the hardware has a finish. Thus, the District will review door hardware with a high degree of scrutiny during the punch list phase. If paint gets on the door hardware, the contractor will be responsible to remove the paint from the hardware
