The Gadsden Airport Authority is hereby soliciting statements of qualifications (SOQ's) and experience from airport engineering consultants for a Professional Services Agreement at the Northeast Alabama Regional Airport in Gadsden, Al. The terms of the Agreement may extend for a period of up to five (5) years and include multiple projects. Subject to allocation of local funding and/or receipt of Federal and/or State matching funds, these projects may include the following: 1. Land Acquisition Services 2. Preparation of Applications for Federal and State Funding. 3. Airport Layout Plan Update 4. Capital Improvement Plan 5. Disadvantaged Business Enterprise (DBE) Plan 6. Runway Extension Justification 7. Feasibility Studies 8. Benefit Cost Analysis 9. Airport Compliance Issues and Analysis, including Runway Safety Area (RSA) Improvements 10. Engineering Design and Planning for Runways, Taxiways, Aprons, and Access Roadways 11. Runways, Taxiways, Aprons, and Access Roadways Rehabilitation and Construction, including Overlay, Marking, Crack Sealant, and Pavement Maintenance 12. Airport Lighting 13. NAVAIDS 14. Weather Reporting System 15. Fueling Facilities 16. Terminal/Hangar Area Improvements 17. Airport Terminal Buildings 18. Hangars 19. Terminal Access Road 20. Airport Surveys Including Topographic Survey 21. Boundary Survey 22. Obstruction Survey/Analysis 23. FAA AGIS Process and Procedures 24. Approach Clearing 25. Fencing 26. Wildlife Abatement Program 27. Environmental Assessments 28. Drainage Improvements Required services include but are not limited to planning, environmental, design, surveying, bidding/award, construction administration and inspection for projects funded under the FAA Airport Improvement Program. A qualification based selection process conforming to FAA Advisory Circular 150/5100-14E (latest edition) will be utilized. Fee information will not be considered in the selection process and must not be submitted with the statement of qualifications. Statements submitted by the established deadline will be evaluated based upon the following criteria: 1. Capability to perform services as described in this notice. (20 Points). 2. Recent experience in airport projects comparable to the proposed projects. (20 Points) 3. Knowledge of FAA and ALDOT Aeronautics Bureau regulations, policies, and procedures. (20 Points) 4. Knowledge of the airport and the general geographic area. (15 Points) 5. Key personnel's professional background and availability for the proposed projects. (15 Points) 6. Demonstrated ability to meet schedules or deadlines. (10 Points) After the SOQ's have been reviewed, the Gadsden Airport Authority reserves the right to negotiate with any engineering firm that submits a proposal. The Gadsden Airport Authority reserves the right to reject any or all proposals. The Gadsden Airport Authority reserves the right to waive any informality in the submitted Statement of Qualifications, to reject any and all Statements of Qualifications or readvertise for additional Statements of Qualifications.
