Site work for a water / sewer project in Athens, Texas. Completed plans call for site work for a water / sewer project.

As of May 11, 2023, this project has not yet been awarded. A timeline for award has not been established. Engineer's estimate: $2,600,000 For a qualified contractor to complete the construction of N. Pinkerton Sewer Line Replacement. This project is funded through the Texas Water Development Board (TWDB) Clean Water State Revolving Fund (CWSRF). This project includes approximately 4,400 Linear feet of 4-inch and 12-inch of SDR-26 PVC sewer line, manholes, valves, and appurtenances. For additional information contact Randy Williams at (903) 675-8035. A Bid Bond in the amount of 5 percent of the bid issued by acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Athens or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. Bids may be held by the City of Athens for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders' qualifications prior to the contract award. The City of Athens reserves the rights to reject any and/or all submitted qualifications and to waive formalities. This contract is to be funded, and is contingent upon release of funds, through financial assistance obtained from the Texas Water Development Board as part of the Clean Water State Revolving Fund. Neither the U.S. Environmental Protection Agency (EPA) or the State of Texas, nor any of its departments, agencies, or employees, are or will be a party to this bid or any resulting contract. Any contract awarded under this Invitation for Bids is subject to the American Iron and Steel (AIS) requirements of federal law, including federal appropriation acts. COMMITMENT TO DISADVANTAGED BUSINESS ENTERPRISE This contract is subject to the Environmental Protection Agency (EPA) Disadvantage Business Enterprise (DBE) Program, which includes EPA-approved fair share goals towards procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make good faith efforts to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of six affirmative steps. For more details of the DBE Program and the current applicable fair share goals, please visit www.twdb.texas.gov/dbe. Small and minority firms are encouraged to submit bids for this project. All contractors and subcontractors submitting a bid shall follow the mandatory Davis-Bacon Act Contract Conditions. For additional information on Davis-Bacon Wage Rate Requirements and its applicability to this contract, please consult TWDB Guidance No. DB-0156. U.S. Department of Labor (DOL) wage determination must be included in the bidding and contract documents. DOL wage determinations may be obtained at portal. Bid Security, Performance and Payment Bonds shall be provided as set forth in the INSTRUCTIONS FOR BIDDERS FOR CONSTRUCTION. The City of Athens reserves the right to reject any and all bids.
