Landscaping Installation and Maintenance Services Sub Service Description: Lawn Maintenance. Q/A Cutoff Date: 03/15/2023 Q/A Cutoff Time: 02:00 PM EDT Estimated Budget: $60,000.00-$70,000.00 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Provide lawn care service for various developments of The Housing Authority of the City of Stuart, Florida Rhonda Corrodus, Procurement Specialist 772-429-6435 (office); 772-466-0663 (FAX) rhonda.corrodus@cfpha.org The work shall be done using good lawn care practices and in accordance with all applicable Local, State, and Federal codes and regulations. Failure to provide requested information might result in proposal disqualification. 2. The Contractor must submit a breakdown which details staffing (number of staff and how many years each staff person has been in lawn care), equipment type and quantity, company's number of years in services, three (3) references minimum, not to include the SHA, with the bid package. 3. It is the responsibility of the Contractor to arrange an inspection of the property with the manager prior to submitting this proposal to verify each site, identify boundaries and existing conditions prior to submitting a bid. It is highly recommended that inspections occur before the Pre-Proposal Meeting. 4. The Contractor will repair and replace any items damaged by the work in progress, matching existing materials at no additional cost to the Owner. This also includes personal property of a resident. 5. The Contractor must provide a schedule of work on the first of each month to the Director of Housing Programs and Property Manager showing a schedule of work for that month. The Contractor will notify the SHA (1) working day in advance before any work begins. Failure to notify a SHA will result in an unsatisfactory inspection report. If there are any deviations, changes or weather delays, the manager of the property affected will be called by 8:30 a.m. and notified of the change. Payment for work performed without a schedule will not be permitted. 6. Appearance will be the governing factor at all times. At completion of service at each Community, the SHA and Contractor will inspect the complex grounds for acceptability. A minimum of a satisfactory must be obtained in order to receive payment. 7. The Contractor shall maintain their own inventory of required tools and equipment to perform all requested duties. 8. The SHA as Owner reserves the right to determine if a site needs to be serviced. Services for a particular month may be delayed and re-scheduled to another month based on the needs of the community. 9. All bodies of water, retention, detention, ditches, bank edges, etc. should follow all lawn care maintenance practices for mowing, edging, etc. Vegetation within bodies of water must be cut and removed at the discretion of the SHA or Maintenance Supervisor. 10. Under some circumstances, the SHA may request partial services. The balance of the service may be requested at a later date based on the needs of the SHA. 11. The Contractor must provide a cost breakdown for lawn maintenance of each community. 2. The schedule of work is intended to minimize the disruption of daily operations at various developments. 13. Lawn Areas a. All lawn areas shall be cleared of litter and debris such as paper, plastic containers, cans, glass containers, and tree debris before mowing. Debris will be removed from lawn at least once a week during non-mowing season. Due to severe weather conditions, limbs and other tree debris will be removed starting on the next workday. The Contractor shall dispose of litter and debris collected off-site. b. All personal items on lawn areas shall be picked up prior to cutting grass and turned over to SHA officials. c. All turf grass shall be cut each cycle no lower than two (2) inches. d. Edge all perimeter lawn areas adjacent to paved surfaces or structural edges such as sidewalks, walkways, driveways, parking lots, curbing, headers and retaining walls with a gas operated edger with metal blades. e. Trim all lawn areas around trees, bed edges, fences, posts, walls, buildings, irrigation heads, sidewalks and porches, clothesline poles, fences, garbage can holders, power poles, shrubbery, trees, and other obstacles where mowers and edger cannot be used. Special care shall be taken to prevent unnecessary injury or damage to any plant material such as flowers, small tree trunks or shrubs. f. Clean all clippings and trimmings from mowing, edging and trimming by sweeping vacuuming, and/or machine blowing walkways, drives, parking lots, curb steps, decks, courts and other paved areas. Also clean all clippings and trimming from lawn areas by end of workday
