Invitation to Submit This Request for Qualifications ("RFQ") is an invitation by the District of Summerland (the "District") to prospective Respondents to submit non-binding Submissions for the provision of "as and when" engineering, planning, and consulting services related to District works and infrastructure projects and land use planning, as further described in Section 2 - Deliverables. The general scope of services required includes, but is not limited to: o Multidisciplinary engineering and infrastructure design, including civil, structural (with limited mechanical and electrical), geotechnical, environmental, etc.; o Construction project management, contract administration and site inspection services; o Planning with respect to municipal infrastructure and development; o Land use planning strategic projects; and o Development application support. This assignment requires professional engineering and consulting firms with extensive experience in civil engineering and land use planning to support the District's goals and objectives over the short and long term. The successful Respondents will have demonstrated relevant experience delivering municipal infrastructure projects, multi-disciplinary engineering technical expertise, proficiency with Master Municipal Construction Documents and other standard construction document formats (e.g. CCDC), knowledge of best practices in infrastructure design, and the ability to provide innovative solutions to the District's particular challenges. The purpose of this RFQ is to create a Shortlist by selecting up to two (2) Respondents with the necessary expertise, capacity and resources to successfully perform the type of works outlined herein. The District believes that selection of qualified Consultant(s) is critical to the success or failure of a project and interested firms are advised the intent of this Request for Qualifications is to select the successful Respondent using a Qualifications Based Selection process. Based on the evaluation, the District intends to select up to two (2) Respondents who, in the sole discretion of the District, best meet the District's requirements. The resulting Shortlist will be valid for a period of three (3) years with no further notice being issued to solicit submissions for consideration of inclusion to the Shortlist. Only those Respondents that are Shortlisted may be invited to enter into Agreement negotiations pursuant to this RFQ. The Shortlist will constitute the District's preferred suppliers for the type of services contemplated in this RFQ; however, such suppliers will not have an exclusive supply relationship with the District. The District may, from time to time or at any time, if the District determines it is in the best interests of the District, commence one or more open competitive procurement process to procure services that are similar or the same as the services contemplated in this RFQ. Notwithstanding the foregoing, all interested parties should respond to this RFQ as the District does not guarantee that a publicly advertised competitive procurement process for the same or similar services will be issued following this RFQ until the completion of the Shortlist period. Consultants on the Shortlist will be selected for specific assignments through one of three (3) ways, as described in Section 4.6 - Stage V - Second-Stage Selection Process, Negotiations & Execution of Agreements. The selection process will depend on the scope, complexity, and estimated value of the assignment. By responding to this RFQ, Respondents are affirming their willingness, ability and capacity to complete the general Deliverables of this RFQ for the disclosed typical project budgets and timelines. Respondents are not being requested to develop a detailed proposal specific to the scope of work contained in this RFQ. Scope of Work The Shortlisted Respondents will perform municipal engineering, planning and consulting services on an "as and when" basis to support the District with the delivery of capital infrastructure projects and to facilitate land use planning projects and applications. The Shortlisted Respondents will work together with the District and develop partnerships that utilize the District's strengths and knowledge to enhance all aspects of the services provided. The Shortlisted Respondents will be expected to become familiar with the District's bylaws, plans, and local context. A significant goal of this approach is to capitalize on opportunities for value-added service and innovation. The following scope of work is provided as a general guide to the type of services that may be required and is not intended to be limiting or exhaustive As/When Engineering, Planning & Consulting Services The Shortlisted Respondents will be responsible for all facets of municipal engineering, planning and consulting services to provide full service project delivery including but not limited to planning, feasibility assessments, preliminary & detailed design services, costs estimates, procurement support, contract document development (including MMCD and CCDC), contract administration, site inspection, surveying and site preparation, and as-built drawings for multi-disciplined projects. Specific Deliverables may include: o Transportation & utility planning (master plans, traffic impact assessments, storm water management, water distribution and wastewater collection); o Annual roads program (reconstruction, rehabilitation, widenings, sidewalk renewal); o Annual water and sewer program (water main renewals, sewer main rehabilitation/replacement); o Annual capital works program including civil and structural projects; o Annual capital projects related to facilities, landscaping, parks and recreation; o Digital hydraulic modelling and assessments; o Process engineering for water and wastewater; o Budget allocations and project selection, prioritization and scheduling to enhance capital works programs; o Variety of general engineering and consulting services with the aim of enhancing the District's asset management program; o Consulting with respect to sustainability, energy efficiency, and facility/equipment optimization to reduce ecological impacts, reduce operating costs and/or extend the life cycles of assets; o Technical support and expert engineering advice to provide cost-efficient solutions and plan implementation for infrastructure renewal and facility operations resulting in improved economic, safety and environmental performance; o Ability to work in ArcGIS with the expectation that deliverables include efficient integration of spatial information into the District's existing GIS database; o Support in developing new infrastructure, engineering and development related bylaws, policies and procedures as required; o Plans, feasibility studies, assessments, and investigations, and implementation of recommendations; o General planning consulting and contracted services including planning application file management; o Solid waste consulting services; o Landscape architecture and urban design services; o Environmental consulting services (e.g. qualified environmental professionals, environmental assessments, etc.); o Community engagement and communications associated with projects; o Disaster response and recovery management (e.g. working with Disaster Financial Assistance, Emergency Management BC, etc.); and o Grant application writing and support. This will allow the District, at its discretion, to issue addendum prior to the Anticipated Last Date to Issue Addenda. Questions received after the Deadline for Questions will be addressed if time permits. Please note that due to staff availability, questions received between February 16-28, 2023 may not be answered until March 1, 2023 or later. Verbal discussion between District staff and a Respondent shall not become a part of the RFQ unless confirmed by a written Addendum. The District shall not be held responsible for any misunderstanding by the Respondent. Deadline for Questions* March 3, 2023
