For 2023 Road Resurfacing Projects Work for which proposals are to be received is for variable depth surface milling, asphalt wedge & level course, full-depth pavement patching and placement of new HMA surface asphalt on various roads in the county's limits. Due to jurisdictional changes in both CR 35 and CR 29 (Center ST), the City of Auburn will be partnering with DeKalb County on those two road projects. The City of Auburn will need to be invoiced directly for work competed within their jurisdiction. Separate contract/agreements will be awarded to the lowest responsible and responsive bidder by the County of DeKalb and the City of Auburn in accordance with the bidding documents. Please see Bid Form. Ben Parker, County Highway Supt. will serve as the local Project Manager. Bidders are required to be a plan holder of record having obtained the contract documents through the office of the Engineer. Bids not meeting this requirement will be deemed non-responsive. Plan holders must recognize that they will be notified of each addendum via e-mail and will be required to electronically download addendum content via file transfer protocol (FTP) regardless of initial document delivery method chosen. Bids shall be properly and completely executed on Bid Forms and in the order as identified and contained in the Contract Documents obtained from the offices of the Engineer as stated above. Each bid shall be accompanied by a filled-out Form No. 96 (latest revision) and acceptable Bid Security, IRS Form W-9, E-Verify of Work Eligibility Status, Affidavit Concerning Employment of Unauthorized Aliens and Affidavit Concerning Investment Activities in Iran. Any bid not accompanied by the above-required items shall be deemed to be a non-responsive bid. No Bidder may withdraw his proposal within a period of 60 days following the date set for the receiving of bids. The Owner reserves the right to retain all bids for a period of not more than 60 days and said bid shall remain in full force and effect during said time. The Owner further reserves the right to waive informalities and to award the Contract to any Bidder all to the advantage of the County of DeKalb or to reject all bids. The City of Auburn Board of Public Works and Safety reserves the right to reject any or all bids, to waive any informalities in bidding, and to award contracts in the best interest of the City of Auburn. Each bid shall be accompanied by an acceptable certified check made payable to the County of DeKalb or an acceptable bid bond in the amount equal to 10% of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana and whose name appears on the current Treasury Department Circular 570. A Performance Bond and Payment Bond each in the amount of 100% of the Contract price will be required from the Contractor to whom the work is awarded.
