Renovation of a playground / park / athletic field in Hatboro, Pennsylvania. Working plans call for the renovation of a playground / park / athletic field.

The project includes rehabilitation of roofing systems and related repairs for two buildings which form the Farmstead s core historic area; they are the Farmhouse and Carriage House. The original dates of construction span between c. 1762 (Farmhouse) through the early-to-mid-19th century (Carriage House). The goal of the project is to refresh the life cycle of the buildings and to keep them in service in support of the Alliance and Township s mission to preserve and sustain the property for community use. The scope of work includes, but is not limited to selective removals and dismantling, general construction, carpentry and millwork, roofing, masonry restoration, finishes and coatings, and all related detail work. The Base Bid Roof Repair will consist of cedar shingles. Alternates include asphalt shingles or synthetic shake shingles in lieu of the cedar shingles. Each bid shall be submitted in accordance with the Instructions to Bidders Document 00 21 13 and must be accompanied by a Bid Bond or Certified Check for not less than ten percent (10%) of the Bid amount payable to Upper Moreland Township along with an Agreement of Surety certifying that the required Performance and Payment Bonds will be provided to the Bidder. Bids must be sealed in an opaque envelope marked Contract 22-06059-01: Farmstead Park - Farmhouse and Carriage House Improvements. It is the intent of the Owner to award a Contract to the lowest responsible and qualified Bidder. Evaluation of qualifications will be based on Bidders historic restoration project experience and applicable certifications; references; Project Management Personnel and Subcontractors; technical ability; understanding of Project requirements and deadlines; proven ability to deliver projects on schedule and within budget; financial ability; and compliance with the M/W/DS-BE participation Contract Goals. The bidder will be required to provide descriptions of recent historic restoration projects undertaken by your firm and a brief scope of work for each project. Project descriptions should include total project cost and references. Please place emphasis on examples of projects which demonstrate a minimum of five (5) years of proven experience in historic restoration of buildings constructed prior to the year 1850. The successful Bidder shall be required to furnish proof of insurance and bonds for Performance, Payment, and Maintenance in such form as meets the approval of Upper Moreland Township and having as security thereon such Surety company or companies as are approved by Upper Moreland Township. The project is subject to applicable provisions of Act 422, PA Prevailing Wage Act as amended, and the prevailing minimum wage rates issued by the PA Dept. of Labor and Industry. Bids may be withdrawn within two (2) business days after the opening of Bids only by the withdrawing Bidder's strict compliance with 73 P.S. 1602 and any subsequent amendments. No Bidder may withdraw his bid within sixty (60) days after the date set for the opening of the bids, or for such longer period of time that Bidder may agree to in writing upon request of Owner. Upper Moreland Township reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, and to waive any informality in the bids.
