Renovation of a military facility in Destin, Florida. Conceptual plans call for the renovation of a military facility.

SOURCES SOUGHT: THIS IS ONLY A SURVEY OF THE MARKET TO DETERMINE IF THERE ARE POTENTIAL CONTRACTORS THAT CAN SATISFY THE FOLLOWING REQUIREMENT: PNUM - 21545798 DESIGN BUILD HVAC SYSTEM @ STATION DESTIN FLORIDA. The work includes furnishing all labor, supervision, equipment, materials, and tools to Design Build repair HVAC chilled water system in 1,450 square foot office area. Replace and resize existing chilled water unit servicing space with prefilter and 24x24x6" deep MERV 14 cartridge frame filters and HW coil. Provide 3-4 row chilled water coil to pretreat outdoor air. Design system for indoor summer at 75 and max 59% RH and indoor winter at 68. Provide new controls for system. Duct a minimum 4 ACH of supply air into the enclosed attic space. Design Build repair HVAC DX system in 200 square foot communications area. Replace and resize existing DX unit servicing space with 2" deep MERV 14 filters and electric heat. Provide 60 cfm of outdoor air. Design system for indoor summer at 72 and max 59% RH and indoor winter at 68. Provide new controls for system. Design Build repair HVAC chilled water system in 2,450 square foot kitchen dining area. Replace and resize existing chilled water unit servicing space with two new units, one dedicated to the dining area and the other to kitchen area. Each unit with prefilter and 12" deep MERV 14 cartridge frame filters and HW coil. Provide 3-4 row chilled water coil to pretreat outdoor air. Duct a minimum 4 ACH of supply air into the enclosed attic space. Design Build repair HVAC chilled water system in 360 square foot games area. Replace and resize existing chilled water unit servicing space with new unit. Each unit with prefilter and 6-12" deep MERV 14 cartridge frame filters and HW coil. Provide 3-4 row chilled water coil to pretreat outdoor air. Provide new supply air return air ductwork in Galley and dining Area consisting of R6 minimum Duct board with mat-faced liner. Design build to replace all CHW supply and return pipes with either schedule 40 black steel pipe or copper pipe. Provide new CHW insulation throughout. Design build repair pump system. Resize pumps for new coils and new flow. All new construction in spaces in scope shall comply with International Code and ASHRAE. Provide written TAB at completion from certified AABC or NEBB company. Provide load calculations, outdoor air calcs, exhaust calcs, and air balance and other design calcs to USCG for review and approval prior to equipment selection and final design. Validate areas of work under demolition and construction have no LBP and no asbestos. Existing air-cooled chiller to remain (Carrier 30RAP0405FC02100 @208v/3phase 197.8MCA; 225-MOCP). Existing comms center with associated electrical mechanical and telecom not to be interfered with. Provide temporary cooling /heating units with 3-ton cooling capacity minimum during DX unit replacement. Existing berthing spaces with associated electrical mechanical and plumbing not to be interfered with. The existing berthing area consisting of 4,400 square feet has been removed from the existing chilled water system. New ductless minisplits and a new DOAS DX system with energy recovery from exhaust air at 850 cfm and supply air at 1030 cfm was installed circa 2021. The performance period will be four hundred and twenty (420) calendar days. The estimated value of this procurement is between $500,000 and $1,000,000. The applicable North American Industry Class System (NAICS) 2022 code is 238220. The small business size standard has an annual gross receipt of $19 million. Bid, Payment, and Performance Bonds are REQUIRED. The following are tentative dates for this project: Solicitation Issued: August 2023 Bid Opening: September 2023 Contract Performance Completion: November 2024 The solicitation and plans in its entirety and any amendments will be available at no charge online at https://sam.gov under the above solicitation number. The U.S. Coast Guard is considering whether or not to set aside this acquisition for Women-Owned (WOSB), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB) or Small Business concerns. At present, this acquisition is expected to be issued as a Small Business Set-Aside. Your response MUST include the following: (a) a positive statement of intent to submit a bid for this solicitation as a prime contractor; (b) a statement identifying you are a certified small business designation; (c) evidence of experience with work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact, and telephone numbers; (d) evidence of bonding capability to the maximum magnitude of the project, to include both single and aggregate totals; (e) business set-aside; (f) Sam Unique Entity ID (SUEI) Contractors are reminded that should this acquisition become a set aside concern, the following FAR Clauses will apply: FAR 52.219-3 Notice of Total HUBZone Set-Aside; FAR 52.219-27 Notice of Service-Disabled Veteran-Owned Small Business Set-Aside and 52.219-30 Notice of Set-Aside for, or Sole Source Award to, Women-Owned Small Business Concerns Eligible Under the Women-Owned Small Business Program. Responses are required no later than 2 March 2023 at 2:00 PM EST. All of the above MUST be submitted in sufficient detail for a decision to be made on a HUB Zone, Service-Disabled Veteran-Owned Small Business, or Women-Owned Small Business set aside.
