Calhoun County Agricultural Building awarded to: Rain King, Inc. $208,144.00 Calhoun County Courthouse Annex II awarded to: Port Enterprises, Ltd. $125,065.00 Calhoun County Seadrift Public Library awarded to: Port Enterprises, Ltd. $254,286.00 Calhoun County Roof Recovers of Three County Buildings: The Calhoun County Courthouse Annex II, The Calhoun County Agricultural Building and The Calhoun County Seadrift Public Library The work is generally described as roof recovers at three buildings in Calhoun County to include single ply overlay roofing systems with additional tapered insulation. Raising of powered and non-powered mechanical equipment, replacement of non-mechanical vents and flashing systems. New sheet metal flashing and sheet metal edge terminations. Provide the owner with a WPI-8 certificate of windstorm compliance. The work is more particularly described in the Summary Technical Specification Sections of the Project Manual and shall include all general construction, roof repairs, mechanical and electrical modifications, and other work as indicated in the Project Manual. Bidders must submit with their bid a bid bond, issued by an acceptable surety, or a certified check, payable to Calhoun County, in the amount of not less than five percent (5%) of the total bid submitted. Bids submitted without the required security will not be considered. All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor and for the duration of the project. All bids must be delivered to the Office of the Calhoun County Judge in a sealed 9 x 12 or larger envelope and clearly marked on the outside of the envelope, or the UPS/FedEx/other Delivery Service envelope: Sealed Bid - Calhoun County Roof Recovers of Three County Buildings It is the responsibility of the submitting bidder to ensure that their sealed bid is received in a timely manner. Calhoun County does not accept faxed or emailed bids. Calhoun County accepts no financial responsibility for any cost incurred by any bidder in the course of responding to the bid. Bids received after the date and time the bids are due will not be accepted and will be returned unopened, regardless of whether or not the delay was outside of the control of the submitting bidder. The cell phone in the County Judge's office or the cell phone of the County Auditor's Representative will be the official clock that shall be used in determining the time the bid is received and the 2:00:00 PM deadline. The successful bidder will be required to purchase and furnish a Performance Bond and a Payment Bond, each in the full amount of the contract, written by a responsible surety company authorized to do business in the State of Texas, as required by Article 5160, V.A.T.C.S., as amended by H.B. 344, passed by the 56th Legislature, Regular Session, 1959. Bids may be held by Calhoun County for a period not to exceed sixty (60) days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. Ann Street Port Lavaca, Texas 77979 Calhoun County Agricultural Building 311 Henry Barber Way Port Lavaca, Texas 77979 Calhoun County Seadrift Public Library 502 4th Street Seadrift, Texas 77983 The Work consists of the following: 1. At Calhoun County Courthouse Annex II the following materials accordance with the specifications provided in this project manual: a. 0.080" minimum thickness TPO (Thermoplastic Olefin) Single-ply roofing membrane with fleece backing with a 20 year NDL Manufacturer Guarantee, fully weld seams, Fully adhered over b. 0.50" Securock gypsum fiber roof coverboard, mechanically attached into existing steel decking over c. Minimum 1.5 inches polyisocyanurate insulation board with an additional 1/4 " per 12" slope towards the outside edge, loose laid over d. Existing granulated cap SBS modified bitumen roof membrane (properly cleaned, repaired, and prepped, all moisture containing materials removed and replaced), over e. Existing perlite and tapered rigid insulation and steel roof deck. Provide infrared thermal moisture scan of roof to identify wet insulation. Verify moisture content with moisture probe. Remove and replace all went materials. Provide a written report to the owner and architect of record of the infrared thermal moisture scan results. f. Provide a WPI-8 certificate of compliance to the owner upon completion of the project. Contractor shall provide the windstorm engineering services. g. Provide additional wood nailers and provide new sheet metal edge securement termination. Edge Metal profile and attachment shall be in compliance with ES-1 and Windstorm Engineer's requirements. h. Raise all powered and non-powered equipment to maintain a 8" flashing height clearance above the new roof surface. Remove all existing nonmechanical vents and ventilators and replace with new products of identical design, function, and configuration. Provide new flashing for all pipe penetrations. i. Raise Electrical service line above the roof so that it provides the code required clearance of 10 feet above the new roof surface. Provide new electrical mast. 2. At Calhoun County Agricultural Building install the following materials in accordance with specifications provided in the project manual: a. 0.080" minimum thickness PVC (Polyvinyl Chloride) Single-ply roofing membrane with fleece backing with a 20-year NDL Manufacturer Guarantee, fully weld seams, fully adhered over b. 0.50" DensDeck Prime gypsum fiber roof coverboard, mechanically attached into existing steel decking and Tectum decking over c. Existing granulated cap Asphaltic BUR membrane (properly cleaned, repaired, and prepped, all moisture containing materials removed and replaced), over d. Existing LWIC over Steel and Tectum Decking. Provide infrared thermal moisture scan of roof to identify wet insulation. Verify moisture content with moisture probe. Remove and replace all wet materials. Provide a written report to the owner and architect of record of the infrared thermal moisture scan results. e. Removal of 800 Square feet of existing roofing as indicated below down to the existing light gauge corrugated metal decking. Repair over existing decking by doing the following: Remove roofing over deteriorated decking to 6" into non-deteriorated decking on all sides. Wire brush and cut out all loose and flaking deteriorated material. remove all oil, grease, salt or water-soluble chemicals with suitable cleaner. Remove cleaner reside with damp clean cloth. Do not remove all surface rust, best results are achieved when there is this layer of rust on the surface. Apply "1 Step Rust Converter" by Interstate Products. Apply as per manufacturer's written instructions. Install new metal deck over the treated deck. The new metal decking is to match existing in material, thickness, and profile. Lap each end of the new deck a minimum of 6" over the existing non-deteriorated deck. Attach with #5 TEK screws into structural joists and angles at 6" O.C. spacing. Attach with self-taping sheet metal screws 6" O.C. into sides of the new decking. Install rigid polyiso and 1/2 " gypsum coverboard to be flush with the surface of existing roof membrane with plates and #12 roofing screws at 1 fastener per square foot. Torch apply a dry in base sheet to keep the building in the dry prior to installing the new roofing system f. Provide a WPI-8 certificate of compliance to the owner upon completion of the project. Contractor shall provide the windstorm engineering services. g. Provide new sheet metal edge securement termination. Edge Metal profile and attachment shall be in compliance with ES-1 and Windstorm Engineer's requirements. h. Raise all powered and non-powered equipment to maintain a 8" flashing height clearance above the new roof surface. Remove all existing nonmechanical vents and ventilators and replace with new products of identical design, function, and configuration. Provide new flashing for all pipe penetrations. 3. At Calhoun County Seadrift Public Library install the following materials in accordance with specifications provided in the project manual: a. 0.080" minimum thickness TPO (Thermoplastic Olefin) Single-ply roofing membrane with fleece backing with a 20-year NDL Manufacturer Guarantee, fully weld seams, fully adhered over b. 0.50" Securock gypsum fiber roof coverboard, Adhered over c. Minimum 2.0 inches polyisocyanurate insulation board adding an additional 1/4 " per 12" slope towards the outside edge, mechanically anchored into Structural concrete decking. d. Existing granulated cap Asphaltic BUR membrane (properly cleaned, repaired, and prepped, all moisture containing materials removed and replaced), over e. Poured Gypsum concrete Over Structural Concrete Decking, provide infrared thermal moisture scan of roof to identify wet insulation. Verify moisture content with moisture probe. Remove and replace all went materials. Provide a written report to the owner and architect of record of the infrared thermal moisture scan results, f. Provide a WPI-8 certificate of compliance to the owner upon completion of the project. Contractor shall provide the windstorm engineering services. g. Provide new sheet metal edge securement termination. Edge Metal profile and attachment shall be in compliance with ES-1 and Windstorm Engineer's requirements. Contractor will need to install additional edge blocking and fascia sheet metal slip flashing due to increased height of the new roof system. h. Raise all powered and non-powered equipment to maintain an 8" flashing height clearance above the new roof surface. Remove all existing nonmechanical vents and ventilators and replace with new products of identical design, function, and configuration. Provide new flashing for all pipe penetrations. i. Coordinate with owner to rerun security camera low voltage wiring through the interior of the building and not on the roof. Question Deadline 03/21/2023 Bidders or Sub-bidders requiring clarification or interpretation of the Bidding Documents shall make a written request that must be received by the Architect at least seven (7) days prior to the due date and time of Bids.
