Site work, paving and outdoor lighting for a mixed-use development in Naperville, Illinois. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; and for outdoor lighting for a road / highway.

This project includes pavement removal and replacement with full-depth HMA, curb and gutter removal and replacement, sidewalk removal and replacement, brick paver removal and replacement, turf removal, driveway pavement removal and replacement, storm sewer and drainage structure installation, water main and service replacement, sanitary service replacement, street lighting removal and replacement, raised planter and streetscape furniture installation, landscaping, and all incidental and collateral work necessary to complete the project as shown on the plans and as described herein. When a bid deposit is required as indicated on the Invitation to Bid, each bid must be accompanied by either a bid bond signed by a surety company authorized to do business in Illinois, a cashier's check or a certified check. For construction projects the bid deposit shall be in an amount equal to at least 10% of the amount of the bid. Any bid deposit shall be in an amount equal as indicated in the Invitation to Bid. When bids are awarded, the Purchasing Manager will return all checks except those of the successful bidder(s). The check(s) of the successful bidder will be returned upon the submission within ten (10) days of a properly executed performance bond. If no performance bond is required, the certified check will be returned. EXECUTION OF A PERFORMANCE BOND AND LABOR AND MATERIALS BOND: When noted in the specifications, the City reserves the right to require the successful bidder to supply a Performance Bond and a Labor and Materials Bond within ten (10) calendar days of acceptance of the bidder's proposal by the City. The bonds, unless otherwise specified by the Purchasing Manager, shall be 100% of the total contract price. All questions concerning this bid shall be submitted in writing at least five business days prior to the online bid opening to Shanel Gayle at gayles@naperville.il.us. The deadline for questions is Tuesday, November 28, 2023 by 12:00 p.m. If required, a written response in the form of an addendum will be issued. No contact with the Transportation, Engineering, Development Department shall be made during the bid process. Questions asked after the deadline are not guaranteed a response. Date of completion: It is understood and agreed that time is of the essence in this contract, and the Contractor agrees to begin actual work covered by this Contract after notification by the City of Naperville to commence work and to prosecute the same with all due diligence so as to complete all work necessary to open Washington Street and Main Street travel lanes and sidewalks to vehicular and pedestrian traffic on or before October 14, 2024. This completion date is predicated on a December 19, 2023 award by City Council. If award is not completed at that meeting, the schedule will adjust with the delay until actual contract award. It is understood that "Completion" shall mean completion to the point of acceptance by the City of Naperville, i.e. substantial completion/beneficial occupancy. Milestone 1 The Contractor shall substantially complete all work on the west side and center section of Washington Street as shown in Stage 2 and 3. The water main in Washington Street shall be complete, as well as all water main and service work west of Washington Street. The sidewalk shall be open and complete, with the exception of the locations of temporary lighting. Planters shall either be backfilled or fenced off with planter fencing on three sides, leaving the street side open. All brick work shall be complete. Lighting foundations shall be in place with a permanent protective barrier over the foundation if poles are not installed. Traffic shall be shifted to the west lanes on Washington Street. This work shall be completed by July 19, 2024. Milestone 2 The Contractor shall substantially complete all work on the east side of Washington Street as shown in Stage 4. The sidewalk shall be open and complete, with the exception of the locations of temporary lighting. Planters shall either be backfilled or fenced off with planter fencing on three sides, leaving the street side open. All brick work shall be complete. Lighting foundations shall be in place with a permanent protective barrier over the foundation if poles are not installed. This work shall be completed by September 20, 2024. Milestone 3 The Contractor shall complete all work and safely open all lanes of all roadways and walkways. Trees shall be planted throughout the project limits, all planter fences shall be in place, temporary lighting and traffic signals shall be removed, and all permanent lighting and traffic signals shall be operational. Surface course shall be constructed throughout the project limits and final striping shall be in place. This work shall be completed by October 14, 2024. The contract will be awarded to the lowest responsible bidder, or any other bidder determined by the City Council to be in the best interest of the City, who complies with all the provisions of the invitation to bid. The City reserves the right to reject any or all bids or to waive any nonconformity in bids received whenever such rejection or waiver is in the best interests of the City. The City also reserves the right to reject the bid of a bidder who has previously failed to satisfactorily perform a contract, has not completed contracts on time, or who investigation shows is not in a position to perform the contract.
