Renovation of a water / sewer project in Seneca, New York. Conceptual plans call for the renovation of a water / sewer project.

The Village of Waterloo was recently awarded a 2022 NYS EFC Water Infrastructure Improvement Act (WIIA) Grant to address issues of Inflow and Infiltration (I&I) of the Village and Town within the collection system and upgrades to equipment. The project will make improvements to the WWTP and also address issues of inflow and infiltration within the collection system to reduce "clean" water being treated at the plant. This comprehensive project will allow the Village and Town of Waterloo to discharge less flow to the WWTP and also make upgrades to the plant which will improve water quality The Village is seeking Statements of Qualifications from qualified engineering consultants to assist the Village with this project. The Village, with assistance from the Town, will select a firm and negotiate an engineering services contract to complete the upgrades and improvements at the WWTP and within the collection system. Both the Village of Waterloo and Town of Waterloo have already performed individual evaluations of the municipal sanitary sewer system located within their own municipal boundaries, in an effort to reduce the amount of excessive inflow and infiltration (I&I) that is tributary to the Village of Waterloo WWTP. The Village previously prepared the "Phase III Inflow & Infiltration (I&I) Study for the Village of Waterloo WWTP Sanitary Sewer Collection System" (dated September 2019), while the Town of Waterloo previously prepared the "Engineering Report for the Sanitary Sewer Collection System Flow Monitoring Study, Sewer Districts No. 1 (Border City) and No. 2 (Route 5 & 20)" (dated October 2021). Now, these municipalities are working together in a joint effort to prepare this engineering report and further reduce the sanitary sewer flows tributary to the Village of Waterloo WWTP. The Village has completed investigations and improvements to their sanitary sewer system since 2007. The latest Phase III work performed since 2016 has still identified a significant amount of repair and rehabilitation work that needs to be performed. The recommended improvements plan includes additional investigations (consisting of dye testing, television inspection of lateral connections, television inspection of sewer pipe after cleaning to remove debris, and house to house sump pump inspection program), spot repairs of protruding taps and leaking joints, CIPP lining, elimination of previously identified storm sewer cross-connections, and manhole rehabilitation. The Town has completed an initial flow monitoring program that identified the need to replace the concrete wet wells at Lift Stations #2, #3, and #4 in Sewer District No. 2 due to severe H2S degradation, manhole rehabilitation and to perform additional television inspection. The Village is taking the lead to implement the recommended improvements plan covering both the Village and Town sanitary sewer systems that are tributary to the Village of Waterloo WWTP. If your firm is interested in assisting the Village with design, bidding and construction services for improvements, please provide the following information: Scope of Services: (1)Describe your firm's experience in providing design, construction and inspection services for sewer system infrastructure needs with various municipalities. (2)Describe the organization and management effort within the firm. (3)Identify the staff you propose to prepare the to lead the project and any individuals who will be working on the project. Please include the resume(s) of said individual(s). (4)Describe the specific engineering services that your firm will provide to assist the Village in the project. (5)Describe your knowledge of EFC Water Infrastructure Improvement Act (WIIA) grant requirements. The selection of the engineering consultant will be based on the qualifications of the firm and the staff team to be assigned to the Village for this study. The following criteria will be utilized in evaluating the credentials of each firm responding to this request: successful performance in providing engineering services for similar projects; the extent of experience attained by the person proposed to prepare the Preliminary Engineering Report and other staff persons proposed to be assigned; familiarity with the rules to regulations of the NYS EFC Engineering Planning Grant program; technical resources available with the firm to carry out the assignment; and, the availability of these resources to the Village of Waterloo. The Village will negotiate a fee for services with the preferred firm. If an agreement cannot be reached, the Village will meet with the firm rated second and will attempt to negotiate a mutually acceptable fee for the scope of services to be provided. The relative weight of each criterion to be used by the Village in evaluating proposals will be as follows: (1)Successful experience on similar projects (past performance) 25 (2)Technical capability and financial resources 20 (Qualifications of personnel and financial stability to respondent organization) (3)Experience with Village and knowledge of the infrastructure 20 (4)Availability of staff resources (commitment of personnel)20 (5)NYS EFC WIIA experience The Village reserves the right to conduct or waive interviews at its discretion depending upon the experience and qualifications received from each consultant. In addition, the Village may choose at its sole discretion to solicit separate qualifications and designate another consultant for any of the individual projects undertaken.
