City of Ames, Iowa Public Improvement Project for the Public Works Department Notice is hereby given that sealed bids for the 2022/23 work in accordance with the plans and specifications now on file in the office of the City Clerk. The city manager shall announce the results of the bidding, together with recommendations thereon, to the City Council at its meeting to be held at 6:00 PM local time on Tuesday, March 14, 2023 in the Council Chambers in City Hall, 515 Clark Avenue, Ames, Iowa, at which time and place the City Council will hear objections to the proposed plans, specifications, and form of contract for said 2022/23 Asphalt Street Pavement Improvements - Oakwood Road. The plans and specifications are now on file in the office of the City Clerk. The City of Ames Public Works Department is the only authorized source of bidding documents and proposal forms. Bidding documents and proposal forms obtained from any other source may have an incomplete set of documents. Bidders using bidding documents and/or proposal forms not obtained from the City of Ames Public Works Department are advised to contact the City of Ames Public Works Department to provide a contact name, mailing address, and phone number to enable receipt of necessary addenda. Reproduction of these documents without the express permission of the City of Ames is prohibited. The general nature of the work on which bids are requested is as follows, but not limited to: 4944 CY On-site Excavation, 1547 CY On-site Topsoil, 13125 SY Subgrade Preparation, 13125 SY 6" Modified Subbase, 1844 SY Special Backfill, 402 LF 15" RCP Storm Sewer, 457 LF 18" RCP Storm Sewer, 1546 LF 24" RCP Storm Sewer, 5228 LF 6" Subdrain, 1 Fire Hydrant Adjustment, 2 60" Dia. Manholes, 1 48" Dia. Manhole, 15 Intakes with 2 Extensions, 8440.9 SY of Pavement Removal, 68 SY of Driveway Removal, 49.8 SY Sidewalk Removal, 1553.6 SY Shared Use Path Removal, 12456.2 SY of 8" PCC Pavement, 1475.5 SY 6" Shared Use Path, 43.2 SY Driveway, 376 SF Detectable Warning, 97.59 STA Pavement Markings, 22 Pavement Marking Symbols, Temporary Traffic Control, 4000 LF 9" Filter Socks, 11.8 Ton Rip-Rap Erosion Stone Revetment, 154 Ton Stabilized Construction Entrance, Construction Survey, Pedestrian Facility Construction Survey and Staking, Monument Preservation and Replacement and miscellaneous related work and appurtenances in accordance with the contract documents. All bids shall be submitted to said City Clerk on or before the time set herein for the bid opening. Bids shall be made on the Proposal Form furnished by the City of Ames, in a sealed and plainly marked envelope indicating it is a bid in response to this notice. Each bidder shall accompany its bid with bid security as defined in Code of Iowa Section 26.8 and as specified in the Instructions to Bidders. The City of Ames reserves the right to defer acceptance of any bid for a period not to exceed thirty (30) days after receipt of bids, and no bid may be withdrawn during this period. Said bond is to be issued by a responsible surety approved by the City Council, shall guarantee the faithful performance of the contract and the terms and conditions therein contained, shall guarantee the prompt payment of all material and labor, protect and save harmless the City from claims and damages of any kind caused by the operations of the contract, and shall guarantee the maintenance of the improvement in good repair for a period of two (2) years from and after completion and acceptance by the City. The guaranteed maintenance period shall be four (4) years for new paving. Work shall commence as soon as possible after award and approval of the contract and performance bond. Work shall be completed no later than the designated contract Should the contractor fail to complete the work by this date, liquidated damages of $1,000 per calendar day will be assessed. The contractor shall not include sales or use taxes in the bid. Pursuant to the Iowa Code and Iowa Administrative Code, the contractor will be authorized to purchase building materials that will be incorporated into real property on this project taxfree. Iowa Construction Sales Tax Exemption Certificates will be issued by the City, which will authorize suppliers of building materials to sell materials exempt from Iowa sales tax and any applicable local option sales tax and school infrastructure local option sales tax to the entity listed on the certificate. Upon award of the contract, the successful contractor will be required to provide their project information, and information for each subcontractor and supplier requiring exemption certificates. The City does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City. By virtue of statutory authority, preference will be given to products and provisions grown, and coal produced, within the State of Iowa, and to Iowa labor, to the extent lawfully required under Iowa statutes. The City of Ames, Iowa, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d 4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of Secretary, Part 21, Nondiscrimination in Federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, or disability in consideration for an award.
