The City reserves the right to accept or reject any Bid, to accept a Bid containing variations from these specifications if the Bid so merits, to negotiate Bid with the lowest bidder prior to acceptance, and to accept partial Bids. The successful Bidder (Contractor) shall furnish all labor, tools, and necessary materials for the modification of the facility known as Duncan Substation for Alcoa Electric Department in accordance with the specifications and drawings. Duncan Substation is an existing substation that presently operates at 161 to 69kV and 161 to 13.8kV. The purpose of this work is to add a second transformer for both the 161 to 69kV portion as well as the 161 to 13.8kV portion. Afterward, removal/razing of the existing 69kV box structures and capacitor bank will be required to make room for the removal of the old single-phase transformers. Some 13kV bus modification to add phase reactors will be included, as well as the installation of protective relays in a few existing relay panels.
