The City of Airway Heights, Washington is accepting Statements of Qualifications (SOQs) from qualified engineering consulting firms to provide engineering, for the West Plains Connection Project. The West Plains Connection Project is for the design of a segment of 6th Avenue from South Ketchum Street to Craig Road as a boulevard design. In addition, the design includes multimodal facilities from South Ketchum Street to Russell Street along 6th Avenue for walking, biking and transit. These services are intended to complement and augment capabilities that are otherwise unavailable to the City. This agreement will be for approximately 24 months in duration with the option for the City of Airway Heights to extend it for additional time and money if necessary. The City of Airway Heights reserves the right to amend terms of this Request for Qualifications (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Project Description The City of Airway Heights is inviting statements of qualifications and performance information from individuals or firms interested in providing professional engineering services for the West Plains Connection Project. Improvements for the West Plains Connect Project includes a mile of 6th Avenue, Craig Road to South Ketchum Drive and essential pedestrian/bike and buss facilities from South Ketchum to Russell Street. The major features of the project are as follows: . Traffic Channelization with boulevard and curbs . New sidewalk and multiuse path along north side and south side 6th Avenue with vehicle access and parking . New transit facilities along the north and south side of 6th Avenue . Landscaping, stormwater and irrigation . Environmental documentation and preparation of permit applications. . Public and Stakeholder Outreach In addition to design engineering services the project may also include construction management/inspection services. The City of Airway Heights reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with this project. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: . Qualifications of the consultant and firm . Past experience of the consulting firm related to project design. . Past Performance/references. . Thoroughness and understanding of the tasks to be completed; . Demonstrated success with similar projects; . Quality of experience and expertise; . Staff expertise and overall experience of personnel assigned to the work; . Time required to accomplish the requested services; . Responsiveness to requirements of the project; and . Recent public sector experience, preferably in a municipal setting, conducting similar studies.
