The scope of the project/construction contract includes a complete roadway reconstruction of Sylvan Circle (+-1,300 feet) and E. Porter Avenue (+-1,700 feet) along with a complete replacement of the existing watermain and portions of the existing sanitary sewer. As part of the roadway reconstruction these local roads will be brought up to City standards to include storm sewer and curb & gutter. Residential driveway access to local traffic shall be maintained throughout the duration of the project. The City reserves the right to reject any or all bids or to waive any nonconformity in bids received whenever such rejection or waiver is in the best interests of the City. The City also reserves the right to reject the bid of a bidder who has previously failed to satisfactorily perform a contract, has not completed contracts on time, or who investigation shows is not in a position to perform the contract.
