Professional Engineering Services for the Encina Wastewater Authority. The purpose of the Odor Control Improvements Project is to rehabilitate and improve the odor control systems throughout the Encina Water Pollution Control Facility (EWPCF), providing renewed service life, improved operability and reliability, and increased level of service for critical facilities. The Encina Wastewater Authority (EWA) is a Joint Powers Authority owned by the City of Carlsbad, City of Vista, City of Encinitas, Leucadia Wastewater District, Vallecitos Water District and Buena Sanitation District. EWA operates the Encina Water Pollution Control Facility (EWPCF) in Carlsbad, California. EWA is requesting proposals from qualified consultants for the Odor Control Improvements Project (Project). This Request for Proposals(RFP) describesthe project background, anticipated scope ofservices(Attachment A, Scope of Work), projectschedule, proposal requirements, pre-submittal activities, and the selection process. Failure to submit information in accordance with the RFP's requirements and procedures may be cause for disqualification. Continuation of services for final design and construction support will require approval from EWA to negotiate a continuation of professional services with the same firm. Upon receipt of approval, EWA staff will request a proposal from the approved firm. Final design services will include a proposal to continue development of the project, as agreed upon from the preliminary design phase, to prepare final bid documents. Professional construction services will include a proposal to include assistance with submittal review, responses to contractor requests, change order preparation and review, commissioning and startup assistance, and preparation of conformed and record drawings.
