Job No. N-75-001-23, Illinois Advanced Air Mobility System Plan, Statewide, Bureau of Urban Program Planning, Aviation Section. This project requires 7% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on May 9, 2023, at 1:30 PM at the Division of Aeronautics Office in Springfield. The Illinois Department of Transportation (IDOT) is seeking assistance in undertaking an Advanced Air Mobility (AAM) System Plan. IDOT has not done any previous AAM system plans. AAM utilization is expected to grow exponentially in the coming years. AAM is not a single technology, but rather a collection of new and emerging technologies being applied to the aviation system, particularly in new aircraft types. The vision for AAM is an aviation transportation system that will use highly automated aircraft to transport passengers and cargo for hire. The study will prioritize/recognize existing and near-term vertical lift opportunities (like what might realistically be available in the next 10 years or so). We will be looking for recommendations for future development of a AAM infrastructure program, State rules & regulations review, etc. The FAA has issued draft guidance on Vertiport Design Standards and expects to have the first AAM Vehicles certified in 2024. The FAA has cancelled AC 150/5390-3, "Vertiport Design" Advisory Circular due to lack of compatible aircraft and there has not been a replacement advisory circular to date. However, FAA Engineering Briefs (EB) No. 105, "Vertiport Design", FAA's "Heliport Design" AC 150/5390-2C, Aeronautics 92 ILL. Administrative Code Part 14 "Aviation Safety", and the Illinois Aeronautics Act. as well as any subsequent pertinent FAA Circulars and Engineering Briefs should be consulted in the development of this plan. The completion date for this contract will be 24 months after authorization to proceed. The Prime firm must be prequalified in the Airports (Master Planning/Airport Layout Plans (ALP)) category to be considered for this project. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
