The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on April 24, 2023, at 1:00 PM at the Office of Programming and Planning Office in Springfield. The Illinois Department of Transportation's (IDOT) Office of Planning and Programming (OPP) is seeking a consultant with relevant experience to develop the Department's update to the Illinois Statewide Public Transportation Plan (Plan). IDOT seeks to use this Plan to implement policies and strategies that will increase resident and visitor mobility statewide, offer greater transportation choices to all residents and visitors, improve access to and connectivity among transportation modes, relieve congestion, and promote environmentally sustainable practices. The Plan will develop a vision for transit in Illinois and identify goals, objectives, and strategies covering immediate (within one (1) year), short-term (within five (5) years), mid-term (within ten (10) years), and long-term (within 20 years) planning timeframes; terms and scenarios should consider the impact of recent, past, and ongoing federal and state legislation such as the Infrastructure Investment and Jobs Act (IIJA), Rebuild Illinois, FAST Act, and impacts of the pandemic (Pre-Pandemic, During Pandemic, and Post Pandemic). Illinois has a very diverse transit system. Transit services range from extremely large scale operations under the Regional Transportation Authority (RTA) and its service boards (Chicago Transit Authority (CTA), Metra, and Pace) to rural agencies providing demand-response trips in only one county. While almost all counties in Illinois have some form of public transit service located within their borders, not all areas have access to public transit services; most Illinois counties have some type of designated transit services. The completion date for this contract will be 24 months after authorization to proceed.
