Site work for a road / highway in Cincinnati, Ohio. Completed plans call for site work for a road / highway.

Proposals are being requested for the preparation of construction documents for this project. The Offeror must have demonstrated capability in engineering and management to provide a broad range of services. Services expected to be provided by the Offeror include, but are not limited to the following: Production of detailed PS&E package for the scope of the project, including the four traffic signal replacements (151390F River & Barkley, 151391M River & Access, 152445U Anderson Ferry & River, and 152453L River & 5300 River) and the increased storage at Anderson Ferry south of the railroad tracks. o Assume multiple submittals will be required as design progresses. o Assume the railroads will perform the design work related to their equipment, including any track detection, bungalows, and flasher/gates. Coordination will be required to determine point at which their controller connects to traffic signal controller for pre-emption o Preparation of bid documents o Development of updated signal timing based on latest ODOT guidelines for railroad preemption o Assistance in the administration of the FRA CRISI grant process o Environmental field studies and NEPA documentation as required by FRA, including any additional permits required due to the project's proximity to the Ohio River and being located within the 100 year flood plain. o The City has already begun the process of applying for a Categorical Exclusion. Include this scope of work in the event the City is unsuccessful and will require assistance in its completion. o Federal/State permitting as required for work related at Anderson Ferry which is listed on the National Register of Historic Places, NRHP reference number 82003575. o Coordination with the two railroads, CSD and CIND, for design of their track circuits and equipment necessary for the gate/flasher operation and preemption output for the traffic signal. o Coordination with the two railroads, CSD and CIND for the development of construction phasing and maintenance of traffic plans. o Coordination of the construction documents needed for the City and Railroad work, including specifications, estimate and bid documents. o Utility coordination, including any Joint Use Requests for any new or modified attachments on Duke wood poles utilizing the Duke SPANS program and maintaining as project progresses o Utility coordination with Duke Energy related to raising lines and/or setting new poles to increase clearances as necessary to allow steel traffic signal poles on the north side of River Road. o Identification & survey of existing infrastructure, including ROW, curblines, tracks, elevations, and any additional points necessary for the complete design of the project. o During the construction The River Road Grade Crossing Safety Improvements project will replace the four existing traffic signals with railroad preemption as well as associated railroad gating and equipment along River Road. The four intersections are as follows: 152453L River Road @ 5300 River Road, 152445U River Road & Anderson Ferry, 151391M River Road & Access Road, 151390F River Road & Barkley Avenue. In addition to the signal replacement, the project shall resolve another safety issue specific to Anderson Ferry. Vehicles waiting for the ferry have been observed queuing across the tracks at seemingly random times throughout a given year. This occurrence is anticipated to increase with the upcoming Brent Spence Bridge project as traffic to the ferry is anticipated to increase to avoid construction delays. This project hopes to reduce the likelihood of queuing across the railroad tracks by increasing storage capacity for the line to the ferry through the adjacent, vacant lot. Preliminary talks have occurred with the ferry operators and they are open to solutions. The intent of this RFP is to solicit proposals for qualified firms to act as the design consultant for the River Road Grade Crossing Safety Improvements project and produce a detailed PS&E package which, upon completion, can be bid out for construction. The City will enter into a contract with the Offeror selected through the RFP process. The Department of Transportation & Engineering will manage the selection process. Deadline for written questions 6/2/2023 at 11:00 AM ET City initiates negotiations with preferred Offeror (approx.) 6/26/2023
