The City of Carrollton is seeking proposals from firms, who responded to the Request for Qualifications, (Respondents) and interested in providing a Downtown Master Plan Update. The study includes areas located in the Downtown Transit Center zoning district, along Belt Line Road (between Josey Lane and Hutton Branch), and the west side of IH-35E (Principal Study Area - See Illustration 1). Additional study will include transitional areas adjacent (see Illustration 2) influenced by the redevelopment and infill occurring Downtown, near the DART stations, west of IH-35E and along Belt Line Road. The Respondents must demonstrate their understanding of the City's vision, phasing for the project, provide a workable planning and business framework for developing the Downtown Plan Update, and demonstrate consistency with the Sections VI.
