To improve customer service, mitigate non-revenue water loss, and improve workforce and asset management, the City proposes to implement a Cellular LTE-M Advanced Metering Infrastructure (AMI) water meter system. The AMI system shall provide top-of-hour hourly meter readings for each meter to the City. The software solution shall integrate with the Citys utility billings software and provide a consumer portal. To improve customer service, mitigate non-revenue water loss, and improve workforce and asset management, the City proposes to implement a Cellular LTE-M Advanced Metering Infrastructure (AMI) water meter system. The AMI system shall provide top-of-hour hourly meter readings for each meter to the City. The software solution shall integrate with the Citys utility billings software and provide a consumer portal. For the purposes of this RFP, the City will only consider proponents that provide Cellular LTE-M AMI solutions to achieve the best ultimate solution for the City's customers and enhance operational efficiency. Work locations within commercial properties will be provided at the pre-construction meeting upon award of the RFP, council approval and receipt of bonds. ( A Performance and Payment bond will be required of the awarded supplier) The pilot program will be referred to as 'Phase I' and will be the first phase consisting to replace manual read water meters with AMI ultrasonic water meters within two commercial routes in two separate cycles. The second phase, referred to as 'Phase II', will consist of the remaining commercial meters and residential meters that are for new construction sets and the meter replacement program consisting of approximately 3,472 meters annually, and will follow the commercial pilot program, 'Phase I' once it has been completed. All responders must submit a Bid Bond on the city form or bonding company's bid bond form based on 5% of respondent's bid total. Please be sure to upload an electronic copy of your bond. The original must be mailed and received by the established due date and time. This bid event; at which time proposals duly delivered and submitted will be considered. All Construction activities must comply with the North Central Texas Council of Governments Standard Specifications for Public Works Construction and the current City of Carrollton General Design Standards. Bidders shall have performed similar scope of work within the past three years. Bidders are expected to inspect the site of the work and to inform themselves regarding local conditions and conditions under which the work is to be done. Attention is called to the provisions of the Acts of the 43rd Legislature of the State of Texas and subsequent amendments concerning the wage scale and payment of prevailing wages specified. All bidders must comply with the rules and regulations for the Americans with Disabilities Act of 1990. Bidders should carefully examine the Specification and other documents, visit the site of the work (if provided), and fully inform themselves as to all conditions and matters which can in any way affect the work or costs thereof. Should a Bidder find discrepancies in, or omissions from the drawings, specifications or other Contract Documents, or should Bidder be in doubt as to the meaning and intent, Bidder should notify the city at once and obtain clarification prior to submitting a bid. The submission of a bid by Bidder shall be conclusive evidence that the Bidder is fully acquainted and satisfied as to the character, quality and quantity of work to be performed and materials to be furnished.
