Goochland County School Board (GCSB) seeks proposals from qualified Offerors for the purpose of securing the most cost-efficient way of connecting the new Goochland Elementary School and remote buildings by Dark, Lit or Self-Provisioned Fiber in order to provide internet access to School Board, students, and staff. The resulting contract will be for a minimum of three (3) years with seven (7) one-year renewals up to ten (10) years and price redetermination annually upon renewal. Goochland County School Board (GCSB) seeks proposals from qualified Offerors for the purpose of securing the most cost-efficient way of connecting the new Goochland Elementary School and remote buildings by Dark, Lit or Self-Provisioned Fiber in order to provide internet access to School Board, students, and staff. This RFP is for High Speed Data Services to connect the new Goochland Elementary School ("GES") being constructed at 2000 Bulldog Way, Goochland Virginia, by a WideArea Network (WAN) solution that will allow for reliable and secure transmission of voice, video, data and Internet access. The School Board wishes to evaluate various connection and time frame options understanding that a longer contract term may prove to be advantageous to the School Board. This RFP is part of a competitive procurement process which helps to serve the School Board's best interests. It also provides Offerors with a fair opportunity for their services to be considered. Pursuant to Virginia Code 2.2- 4302.2, the process of competitive negotiation for non-professional services or goods does not require price to be the determinative factor, although it may be, but rather provides flexibility to the School Board to negotiate with firms to arrive at a mutually agreeable relationship. This RFP states the instructions for submitting proposals, the procedure and criteria by which a firm may be selected, and the contractual terms by which Goochland County School Board proposes to govern the relationship between it and the Successful Offeror. Offerors who are responding must attend the mandatory site visit. No proposals will be accepted from offerors who do not attend the mandatory site visit. All questions relating to this solicitation shall be submitted in writing to Tandra Harris, Purchasing Specialist, Goochland County School Board Finance Office at tharris@glnd.k12.va.us before 2:00 p.m. (EST) on February 15, 2023. Questions should be succinct and must include the submitter's name, title, company name, company address, and telephone number. Prior to the award of a contract resulting from this solicitation, Offerors and prospective Offerors are prohibited from contacting Goochland County School Board staff other than Tandra Harris. Necessary replies will be issued to all Offerors as addenda, which will become part of the contract documents. Oral instructions do not form a part of the proposal documents. Addenda, if any, to this RFP will be posted at this URL on the School Boards website. Proposals received and date/time stamped after the Closing Date and Time will not be accepted and will be returned unopened. No allowance will be made for postmark error, error in delivery to incorrect address, or delivery service delay. All overnight delivery services do not guarantee timely next day delivery to this location; check with the service you use. If the School Board Office is closed for business at the Closing Date and Time scheduled, for inclement weather or whatever reason, sealed proposals will be accepted on the next scheduled business day, at the originally scheduled time. Another purpose of this RFP is to explore the various cabling options currently supported through the E-Rate program and its Category One services. The Division seeks a proposal that is 100% E-Rate Category one eligible. GCSB also wishes to explore various contract term options. Offerors should possess and use their extensive knowledge and experience within the communications industry to recommend a creative solution that will meet or exceed GCSB's requirements. Preference will be given to the vendor that provides a comprehensive, cost effective solution for current specifications, future capacity requirements, and ongoing service and support. GCSB's Information Technology Department provides support to the entire Division through a team of professional staff, a comprehensive network system, and the related hardware and software necessary to meet the objectives of the School Board. Award of a contract resulting from this RFP may be contingent upon the approval of ERate funding from the Schools and Libraries Division of the Universal Service Administrative Company. The Successful Offeror agrees to bill and to receive a portion of the payment for the provisions of goods and services described herein directly from the Universal Service Administrative Company ("USAC"), and/or the Schools and Libraries Division ("SLD"). GCSB and the Successful Offeror will act in a reasonable manner and comply with any Schools and Libraries Universal Service Fund Program requirements. The selected Offeror agrees to abide by all applicable policies of the Universal Service Discount program. The Offeror shall include its Service Provider Information Number (SPIN) in its proposal.
