Site work, paving and new construction of a mixed-use development in Hillburn, New York. Working plans call for the construction of a municipal facility; road / highway; for site work for a municipal facility; road / highway; for paving for a municipal facility; and road / highway.
sealed proposals will be received by the Village of Hillburn, Village Hall located at 31 Mountain Avenue, Hillburn, New York 10931. Each bid shall be submitted in a sealed envelope clearly stating the contractor's name and address and the project name on the exterior of the envelope entitled: DPW GARAGE at 40 FIFTH STREET The scope of work for the project will include the construction of a one story, split face concrete block DPW garage, 30 feet wide by 72 feet long, including concrete foundation, and concrete slab. Three oil/sediment interceptors with heavy duty grates are to be set in the concrete slab and connected to the sanitary sewer main on Fifth Street. The proposed garage shall have a wood truss roof, and asphalt roof shingles, two 12 feet wide by 14 feet height commercial, insulated, steel overhead garage doors with window panels, one 10 feet wide by 10 feet height, commercial, insulated, steel overhead door, and one 36-inch by 84-inch steel, commercial door with window panel. All doors shall include hardware and locks. The doors shall be electronically operated with a manual back-up. The roof gutters and leaders shall be directed to discharge at the surface to both the rear yard, and to Fifth Street. Included in the scope is construction of a concrete driveway apron, 6 inch thick and other associated work as shown on the plans for a complete, in place project. The use of the new DPW garage structure is for storage only. Electric service will be provided to the structure for door operation, outlets, lighting and heat by others. The demolition and disposal of the existing concrete footing, slab and structure is not included in the project scope and will be performed by others. Each proposal shall be accompanied by a certified check, or bid bond executed by a surety company, in the amount of not less than (10) percent of the total amount of the proposal, conditioned that if the proposal is accepted, the bidder will enter into a contract for the work and that he will execute such further security as may be required for the faithful performance of the Contract. All bids must meet the requirements of the General Municipal Law of the State of New York and all other applicable federal, state and local statutes. Strict compliance with all State and Federal Labor Standards is mandatory. Minority and Women Owned Businesses are encouraged to submit bids. The successful bidder will be required to comply with all pertinent federal regulations. The lowest qualified bidder meeting the requirements of the Contract Documents will be awarded the bid. Statement of Non-Collusion Bidders on the Contract are required to execute non-collusion bidding certificates pursuant to Section 103d of the General Municipal Law of the State of New York. Please take further Notice that the Village Board reserves the right to accept or reject any or all portions of the proposal, and to re-advertise for same, should it be in the best interest of the Village. The Village also reserves the right to reject any proposal that is informal, or waive any informality in the bidding document. No bidder may withdraw a bid within 30 days after the actual date of the opening thereof. No interpretation of the meaning of the plans, specification or other pre-bid documents will be made to any bidder orally. Every request for such interpretation should be in writing addressed to Eve Mancuso at emancuso@brookerengineering.com, and to be given consideration must be received at least five (5) days prior to the date fixed for the opening of bids, Any and all such interpretations and any supplement instructions will be in form of written addenda to the specifications which, if issued *all bids for the referenced project were rejected by the Village Board on 3/14/2023*
