No more than three (3) attendees per offeror. In order to attend this site visit, you must register in writing through the Contract Specialist, Mark Ingram, via email at ingram.mark@epa.gov no later than 10:00am (PT), Tuesday, February 28, 2023. *****END OF AMENDMENT***** The U.S. Environmental Protection Agency (EPA) has a requirement for landscaping and groundskeeping services at the EPA Pacific Ecological Systems Division (PESD) located at 2111 SE Marine Science Drive, Newport, Oregon 97365. The anticipated base period of performance is April 1, 2023 - March 31, 2024, with four additional 1-year option periods. This is an open-market small business set-aside for landscaping and groundskeeping services as described in the attached DRAFT Performance Work Statement - PWS (Attachment 1); Landscaping Site Map (Appendix 1); Integrated Pest Management Policy (Appendix 2); Quality Assurance Surveillance Plan - QASP (Attachment 2); and Service Contract Act (SCA) Wage Determination (Attachment 3). The government intends to award a single purchase order as a result of this solicitation. Award will be made to the small business offeror whose quotation is determined to be the best value to the Government. This acquisition is being conducted as a small business set-aside in accordance with FAR Part 12 Acquisition of Commercial Products and Commercial Services and FAR Part 13 Simplified Acquisition Procedures. The North American Industrial Classification System (NAICS) code for this procurement is 561730 Landscaping Services, with a small business size standard of $8.5m. All responsible offerors may submit a response, which will be considered by the Agency. It is anticipated the solicitation will be posted on the SAM.gov and FedConnect.net websites on or about February 23, 2023, with an anticipated quotation due date of March 10, 2023.
