The Mayor and Board of Trustees will receive sealed proposals for the following improvements at the Romeoville Recreation Center, 900 West Romeo Road, Romeoville, IL 60446, Romeo Crossings Community Park - Phases 1 and 2 No bid shall be withdrawn after the opening of the proposals without the consent of the Mayor and Board of Trustees for a period of ninety (90) days after the scheduled time of closing bids. A bid bond or certified check/bank draft drawn on a solvent bank, payable without condition to the Village of Romeoville in an amount not less than ten percent (10%) of the bid shall be submitted with each proposal, as a guarantee that, if the proposal is accepted, a contract will be entered into, and the performance of the contract is properly secured. A performance bond in a sum equal to one hundred percent (100%) of the amount of the bid, with sureties to be approved by the Mayor and Board of Trustees for the faithful performance of the contract, must be furnished by the successful bidder. All bids or proposals shall contain an offer to furnish bond upon acceptance of such bid or proposal. The right is reserved to reject any or all proposals, to waive technicalities, to postpone the bid opening, or to advertise for new proposals, if in the judgment of the Mayor and Board of Trustees their best interests will be promoted thereby. The successful bidder, as determined by the Village of Romeoville, shall be required to pay, and to agree to pay no less than the Prevailing Rate of Wages, pursuant to the Illinois Prevailing Wage Act (820 ILCS 130) for the locality of the Village of Romeoville, (Will County), to each laborer worker, or mechanic needed or used to complete the work as detailed in the contract to be let. The successful contractor, and all subcontractors shall be required to submit, to the Village of Romeoville, certified payrolls no later than the tenth day of each calendar month for the immediately preceding month. This contract to be awarded is subject to the Employment of Illinois Workers on Public Works Act, 30 ILCS 570/1 et. seq., and the successful bidder shall comply with the requirements of such Act regarding the employment of Illinois laborers to perform work on the Project. The Contractor shall also comply with all applicable Federal, State and local regulations. Pre-qualification will be required to be submitted to the Engineer by all potential bidders prior to receiving any bid documents. Bidder qualifications and experience will also be included in the basis for determining the lowest responsible bidder. If in the opinion of the Engineer and the Village of Romeoville, an applicant would not be able to serve the best interest of the Village, a proposal will not be issued to the applicant.
