DISTRICT OVERVIEW: 1.1.1 Judson ISD is a public school district encompassing 55.87 square miles providing services to the cities of Converse, Kirby and Live Oak. The District also serves portions of the cities of San Antonio, Universal City, Schertz, Selma and certain areas of unincorporated Bexar County. 1.1.2 The District currently has four high schools, four alternative learning programs, five middle schools, twenty elementary schools, two transportation facilities, one distribution/maintenance complex, two administration buildings, and one central kitchen. 1.1.3 Judson ISD has an average daily attendance of 25,000 students and approximately 3,130 employees. 1.1.4 DESCRIPTION: The Judson Independent School District desires to identify and select a vendor to furnish licensed technicians, labor, materials, equipment, accessories and services required to perform the annual and bi-annual Test & Inspections of the Fire Alarm System for all Judson ISD Campuses and Departments as per the specifications contained herein. 1.1.5 Interested vendors shall be an established company providing this type of service and are invited to respond to this Request for Proposal with the requested information as specified herein. 1.1.6 Vendor shall familiarize his/herself with each Campus location becoming aware of the extent of the expected work and to the conditions under which he/she will be obligated to under this contract. It shall be the Contractors obligation to verify the accuracy of system counts at each location to ensure accurate/correct bid pricing. The Electronics Technician may be contacted to schedule campus visits or for technical assistance. The District reserves the right to accept/reject any and all individual line items as described in the proposal documents. 1.1.7 TYPE AND TERM OF CONTRACT: This is a price/requirements contract for the services described in the proposal document; from the successful vendor for the duration of the contract. The contract shall commence on or about April 21, 2023, for a one (1) year period with options, at the district's discretion, for two (2) additional one (1) year extensions. INQUIRIES: The Judson Independent School District's Purchasing Department has a partnership with Public Purchase, a web based eProcurement service. All questions related to this request concerning documents, terms and conditions or contractual obligations shall be submitted directly through Questions submitted by other methods will not be considered. All questions concerning this Proposal must be received no later than March 10, 2023 at 2:00 PM. SCOPE OF WORK: The Judson Independent School District desires to identify and select a vendor to furnish licensed technicians, labor, materials, equipment, accessories and services required to perform the annual and bi-annual fire alarm system inspections for all Judson ISD Campuses and Departments as per the specifications contained herein. Test and Inspections performed by the Vendor for the listed fire alarm systems on BID FORM per specifications contained herein shall include but are not limited to the following: o Fire Alarm systems shall be tested, and service tagged at the main alarm panel, at the frequency required by local, State, or Federal statute. Copies of each inspection shall be forwarded to the local, State or Federal authorities as required by law, code or ordinance. A copy of each inspection, test or service shall be forwarded to the Electronics Technician for Judson Independent School District within twenty-four (24) hours of completion of the inspection and/or test JUDSON INDEPENDENT SCHOOL DISTRICT FIRE ALARM SYSTEM TEST & INSPECTION SERVICES RFP 22-338 o Testing of the fire alarms systems shall be performed in accordance with NFPA 72 standards and 29 CFR 1910.164 o Testing frequency shall be in accordance with NFPA 72 standard and local, State, and Federal statutes o Testing of sprinkler system devices shall be performed in accordance with NFPA 72 standards o Testing of fire doors and dampers shall be performed in accordance with manufacturer's guidelines and NFPA 72 standards and any other standards that may apply o Inspect for any changes or modifications to the Fire Alarm Systems o Test main panel and remote power supplies for proper operation o Inspect all batteries and report any problems o Inspect all telephone lines associated with panels and report any problems o Test all control and/or auxiliary functions and report any problems o Perform all bi-annual Special Gas Systems as required by the NFPA o Electronic testing of all sprinkler devices o Electronic testing of all kitchen devices o Verify proper operation of all elevator recalls o Test all annunciators and voice evacuation panels o Staying informed and inquiring of any changes in the general occupancy environment, operations, and conditions related to the Fire Alarm Systems o Vendor shall comply with all applicable federal, state and local laws, rules, regulations, ordinances and codes obtaining any licenses or permits required to provide the services under this RFP. o Vendor shall be licensed as required by the jurisdiction in which the service is to be performed and the license shall be current and in good standing. Awarded Vendor shall provide copies of licenses. o Vendor's shall submit sample reports in hard copy and digital copy form with their RFP response o Inspections shall be coordinated through the Electronics Technician for the Judson Independent School District Maintenance Department; he can be reached at (210) 945- 1205 or on his cell (210) 559-0211. o When testing and inspection of the fire alarm systems reveals defective parts or functions that could cause impairment of proper operation of the system, the Contractor shall notify the Electronics Technician for the Judson Independent School District Maintenance Department while still on site. A Judson Independent School District representative will then submit a proposal to multiple pre-qualified Vendors requesting a quote to perform the needed repairs.
