Renovation of a mixed-use development in Albuquerque, New Mexico. Working plans call for the renovation of a military facility.

NOTICE OF INTENT TO APPLY BRAND NAME DESCRIPTIONS AND SPECIFICATIONS: Under the authority of FAR 6.302-1(c), it is the Government's intent to apply brand name descriptions and specifications to the following Design-Bid-Build Construction Contracts for FY23 AFRCO - FSU Building 1025 Section-D Renovation and Building 1038 Renovation projects at Kirtland Air Force Base. Brand name descriptions and specifications for the use of an Intrusion Detection System (IDS) by Advantor Security Systems which are required by the Major Command and will tie into an existing IDS Control Panel in Building 1025 from Advantor Security Systems to monitor the entire Building 1025, and will ensure a compatible system at Building 1038; Monaco MAAP-X Fire Alarm Panels which are required by the Kirtland AFB Major Command throughout the base; Industrial and Commercial Security System (ICSS), Inc.'s Access/Entry Control System, which is an integrated base wide access control system required by the installation to control and monitor access to facilities in classified areas that require positive access control and will tie into an existing ICSS access control system in Building 1025, and will ensure a compatible system at Building 1038; and Industrial and Commercial Security System, Inc.'s Closed-Circuit Television (CCTV) System which is an integrated base wide access control system required by the installation to see and monitor the personnel having access to facilities in classified areas that require positive access control and will tie into an existing ICSS CCTV system in Building 1025, and will ensure a compatible system at Building 1038. THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 15 days will be considered. If no affirmative written response is received, the brand name or equal application will be made without further notice. A determination by the Government to include these brand name specifications is based on Building 1025 being an existing facility which already has a current IDS, DSX and CCTV security access control and monitoring systems and Building 1038 being renovated for the same stakeholder, Air Force Rapid Capabilities Office - Field Support Unit (AFRCO-FSU), which integrates these proprietary systems into their program wide monitoring in an adjacent facility. If different security systems are used in the proposed project renovations within the existing facilities, they will not be compatible with the current systems. Having the specified manufacturer will eliminate the problems in the field, prevent certification failure and assure mission readiness. The maintenance and repair training for these systems is brand name specific. It is necessary to keep the systems the same to communicate with each other, for parts compatibility, and for storage and training purposes. With multiple brand names, the entire system would not function as required by Kirtland AFB. The BCE spare parts inventory will remain manageable with all systems of the same brand name. Also, for every brand name specified, a different software system is required, resulting in extra costs for the purchase of each system. Kirtland AFB is updating all the Base's Fire Alarm Panels and systems to Monaco. The fire department's mission is to have a uniform/consistent system throughout the base. The Monaco system has been vetted by the fire department and it satisfies all the security requirements. Using Advantor, ICSS and Monaco alleviates communication and compatibility issues caused by using multiple brand name system and results in fully functioning base-wide alerting and reporting systems to meet local command and Special Access Program Facility (SAPF) (where applicable) Certifications. Using the name brand on all required security systems, access systems, and fire alarm systems is the most cost effective. A determination by the Government to utilize brand name descriptions and specifications for the Intrusion Detection System (IDS) by Advantor Security Systems, Monaco MAAP-X Fire Alarm Panels, Industrial and Commercial Security System (ICSS), Inc.'s Access/Entry Control System and Closed-Circuit Television (CCTV) System is based upon each brand name product is the only product that meets the requirements listed above as dictated under FAR 6.302-1(c).
