All complete bid submissions shall be enclosed in a sealed envelope addressed as follows: "CITY OF MARTINSBURG, WEST VIRGINIA, BID PROPOSAL FOR ASBESTOS SAMPLING, TESTING AND RELATED SERVICES FOR KILMER SPRINGS RE-ROOFING." Said sealed envelopes shall bear the name and address of the bidder on the outside face of the envelope. The City of Martinsburg reserves the right to reject any or all bids and/or waive any informality as may be deemed to be held in the best interest of the City of Martinsburg. Bids must include a lump sum unit price. The City of Martinsburg reserves the right to award contract only if it is decided by the City Council to be in the best interests of the City. Proposals shall not be withdrawn and shall remain in effect for a period of sixty (60) days, subsequent to the opening of the bids, except that the bids of any consenting bidder may, at the request of the City, be held for consideration for a longer period as may be agreed. The City shall award the contract or reject all bids within sixty (60) days, unless there has been an agreed extension as set forth in the above paragraph. Women and minority-owned businesses are encouraged to submit proposals. By order of the City Council of the City of Martinsburg, West Virginia
