Site work and paving for a transportation facility in Johnson City, New York. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.

This project is being funded in part by the Federal Aviation Administration's Airport Improvement Program and the New York State Department of Transportation. Bids must be submitted in a SEALED envelope, clearly marked with the "Broome County Department of Purchasing", RFB #, project title, project FAA AIP No., the bidder's name, the bidder's address, and the time and date of the opening of bids as specified above. Bids submitted by FedEx, UPS, or other parcel delivery service shall have the SEALED envelope containing the Bid Proposal placed inside the shipping carton. Each bid shall be submitted in duplicate (one original, one duplicate, and one electronic copy on USB drive). Greater Binghamton Airport, 2534 Airport Road, Johnson City, NY 13790. The project consists of the removal of the existing Engineered Material Arresting System (EMAS) serving the Runway 34 departure and the installation of a new EMAS bed. Included in this work is the reconstruction of the underlying pavement section with new FAA P-209 base course and FAA P-401 surface course materials, maintenance and protection of traffic, miscellaneous drainage improvements, and new pavement markings. The existing approach light stations located within the EMAS bed and project area will be reinstalled and reconfigured. The project includes phasing of construction work areas. All bids must be accompanied by a Proposal Surety (Bid Bond or other instrument as described in the Instructions to Bidders) in the amount of five percent (5%) of the amount of the bid. Said deposit shall be made payable to the Broome County Director of Office of Management and Budget, and shall be considered a guarantee that the bidder will enter into the Contract with the County if it is awarded to them. The retention and disposal of such Surety shall conform with Article 5A, Section 105 of the General Municipal Law, as amended. The successful contractor shall be required to execute the Contract and comply, in all respects, with Article 5A, Section 105 of the General Municipal Law, as amended. I-2 MJ / 18241.13. Prevailing wage rates shall be determined by the New York State Department of Labor and US Federal Davis Bacon wage rates, whichever is higher. DBE / EEO REQUIREMENTS: The Disadvantaged Business Enterprise Utilization Goal is 4.1%. The EEO goal for the Contractor's work force is 1.1% for Minority participation and 6.9% for Women participation. The Broome County Board of Acquisition and Contracts (BAC) reserves the right to reject any and all bid Proposals and to waive any informality in bid Proposals received. Service-Disabled Veteran-Owned Set Aside: No Minority Owned Sub-Contracting Goal: 1.1% Women Owned Sub-Contracting Goal: 6.9% Disadvantaged Owned Sub-Contracting Goal: 4.1%
