This project is being funded in part by the Federal Aviation Administration's Airport Improvement Program and the New York State Department of Transportation. The project consists of the removal of the existing Engineered Material Arresting System (EMAS) serving the Runway 34 departure and the installation of a new EMAS bed. Included in this work is the reconstruction of the underlying pavement section with new FAA P-209 base course and FAA P-401 surface course materials, maintenance and protection of traffic, miscellaneous drainage improvements, and new pavement markings. The existing approach light stations located within the EMAS bed and project area will be reinstalled and reconfigured. The project includes phasing of construction work areas. All bids must be accompanied by a Proposal Surety (Bid Bond or other instrument as described in the Instructions to Bidders) in the amount of five percent (5%) of the amount of the bid. Said deposit shall be made payable to the Broome County Director of Office of Management and Budget, and shall be considered a guarantee that the bidder will enter into the Contract with the County if it is awarded to them. The retention and disposal of such Surety shall conform with Article 5A, Section 105 of the General Municipal Law, as amended. The successful contractor shall be required to execute the Contract and comply, in all respects, with Article 5A, Section 105 of the General Municipal Law, as amended. I-2 MJ / 18241.13.
