BACKGROUND The Town of Greenwich Purchasing Department, on behalf of the Department of Parks and Recreation, is seeking proposals from qualified consultants to develop a master plan that will provide the strategic guidance needed for long-term protection, maintenance, and historic preservation of both Pomerance and Tuchman properties while including the many user groups who enjoy the park and in full recognition of the value of open space and the relief these spaces provided during the COVID 19 pandemic. In 2020 the Department of Parks and Recreation saw a tremendous increase in demand for passive recreation. In addition to user demand, the Town of Greenwich recognizes the increasingly negative effects of climate change and the need to conserve natural resources by including sustainable approaches to preservation and management. The forest and ecosystem health, the historical significance of existing structures, and the enhanced engagement of users are the main priorities for this Plan. RESPONDENT'S REPLY Respondents shall reply to this Request for Proposal (RFP) by submitting a written proposal and completing the attached Reply Sheets. Respondents shall indicate their pricing and all other required information in their proposal. DURATION OF PROPOSAL The proposal will remain in effect for a minimum of ninety (90) calendar days from the deadline for submission of the proposal or until it is formally withdrawn, a contract is executed, this RFP is canceled, whichever occurs first. FEDERAL, STATE, AND LOCAL LAWS The Respondent shall acknowledge and agree that, should it be awarded the Contract, it shall be solely responsible for strict compliance with all Federal, State, and Local statutes, laws, codes, rules, regulations, and ordinances, and for the procurement and maintenance of all necessary licenses and permits relating to this procurement. CONTRACT FORMAT The Town of Greenwich has included as part of this Request for Proposal, Exhibit C, the Personal Service Contract format to be used for this procurement. In order to be considered by the Town, any exceptions to the language included in the Town's Personal Service Contract format must be declared in the Exceptions area on the Reply Sheets. CONTRACT TERM The term of the Contract shall be for six (6) months. The method of Contractor Selection has not been determined at this time.
