Advanced Metering Infrastructure (AMI) System Implementation - Clayton County Water Authority (CCWA) intends to acquire an Advanced Metering Infrastructure (AMI) system and related products, software and services (collectively, the "System"), for all of its approximately 89,144 water meters. Number of existing AMR meters that need to be replaced with new AMI - 84,814 o Number of existing AMR meters that need to be retrofit with a new MIU - 790 o Number of existing AMI meters that need to be retrofit with a new MIU - 3,540 o Average age of AMR meters to be replaced - 11.87 years. System Requirements- 1. Water meters equipped with AMI meter interface units (MIUs) to replace all existing water meters 2" and smaller. 2. Meter interface units, or "MIUs" capable of encoding, storing and transmitting meter reading and other data, such as tampering alerts. 3. Installation of new meters, retrofit registers (if applicable), and MIUs. 4. A CCWA-dedicated network or non-CCWA-dedicated communications service to collect and transport meter reading and other information from the MIUs to a Head End System (HES). 5. Handheld devices and software necessary to program and/or initialize the MIUs and collect installation data. 6. HES to collect, store, and manage the data which is delivered through the network. 7. A meter data management system (MDMS) that can store meter reads and consumption data and allow that data to be queried, exported and summarized, and from which standard reports can be generated. 8. A customer web portal to display interval consumption data and other meter-related information. 9. The design, installation and testing of information interfaces between the System's software components and CCWA's customer information system (CIS) and other systems, such as its field work order system. 10. All related documentation, including technical manuals and operating procedures. 11. Training of CCWA's employees in MIU installation, maintenance, diagnosis and troubleshooting, as well as system use, operation and maintenance. 12. Shipping and managing the inventory of AMI equipment during the course of project deployment. 13. Where appropriate, installation of fixed data collection units, including the communications links between those collection units and the HES. 14. Provision of all necessary radio licenses, firmware, third party software or operating systems to ensure a complete and working system. 15. Satisfactory testing of all software, hardware and procedures prior to the deployment of the System according to the system testing and acceptance process set forth in the contract, and satisfactory testing of system performance at the completion of the project or at major milestones. 16. Coordination, scheduling, communications and documentation of all installation services. 17. Project management to ensure all products and services are coordinated. CCWA encourages Small Local, Minority and Women-Owned businesses to participate and respond to this proposal request. his project will be funded by the State Revolving Loan Fund (SRLF) and will be subject to Georgia Environmental Finance Authority (GEFA) General and Special Requirements, which includes a Disadvantaged Business Enterprise (DBE) goal. All responses to proposers' questions will be issued in the form of an Addendum by email.
