Purchase Type Term: 04/10/2023 02:00 AM EDT - 10/31/2023 02:00 AM EDT Question Acceptance Deadline 03/16/2023 05:00 PM EDT Questions are submitted online No Description In 2021 the City's Healthy Homes Indoor Air Quality program was awarded a $200,000 Environmental Justice grant from the EPA with the vision that all Fort Collins community members have a healthy, energy efficient and resilient home environment. As a result, Healthy Homes is currently piloting a new assessment process to promote education and awareness around the health impacts of poor indoor air quality (IAQ). The home assessments also include low or no cost recommendations and the resourcing of small-scale interventions to reduce indoor air pollution and its health impacts and increase energy efficiency and resilience (home comfort). Accordingly, the City is requesting proposals from qualified Consultants to support providing identified home interventions that will improve indoor air quality, energy efficiency and comfort in homes. The anticipated period of performance for this project is April 2023-September 2023. The consultant would be expected to coordinate with staff before each install event day to receive a list of the homes that will be receiving HVAC cleaning and safety checks in a given neighborhood. It is anticipated that there will be between 5-8 homes that will require HVAC services during a given installation event. Scope of services include: HVAC preventative maintenance, including cleaning and a safety inspection up to $250 per home across all housing types being served through the assessment process (Mobile Homes, Single family homes, apartments, and townhomes) Services to include: Clean or replace filters Clean condenser and evaporator coils Clean drain lines Clear drain pans of any standing water Replace worn pulleys and belts Inspect ducts for mold, dust, and debris Observe humidity levels and adjust appropriately Check refrigerant charge and for leaks Test thermostats and controls to make sure temperatures and timer functions are correctly set Check electrical system and connections Check fan motor Check blowers and blades for proper airflow Lubricate motors bearings and moving parts Inspect cabinet for leaks and check cabinet door for secure closure Check for debris around the outside unit A comprehensive written report provided to the City documenting the work that was performed as well as any additional HVAC maintenance or repairs that could be recommended to ensure the system works properly at each address. Courteous and professional customer service when interacting with community members, and the ability to communicate effectively with Spanish-speaking community members I think it could be good to write in somewhere how we know that work is completed if it doesn't happen during the install day (i.e. invoice for 10 HVAC projects)- however, I'm not sure if it makes sense to write it into this sow- looking to Jake and Gerry for guidance.
