ASC 2023 Asphalt Surface Crack Sealing Sealed bids for more than one project may not be combined into one envelope. By virtue of statutory authority, preference will be given to materials, products, and supplies found or produced within the State of South Dakota. For each project, a separate sealed bid is required, with the project name written on the front of the sealed bid. The Board of Commissioners will consider the bids at their March 21, 2023 meeting. The Board of Commissioners reserves the right to reject any or all bids, to waive any irregularities therein, and reserves the right to award the contract to the lowest responsible bidder as they so determine. Crack Seal shall include all labor, materials, equipment, and incidentals to rout and seal transverse and longitudinal cracks in an asphalt road surface. Construction shall be completed according to the requirements of (SDDOT) "Standard Specifications for Roads and Bridges," 2015 Edition, Section 350 in its entirety, as updated, supplemented, and corrected. Asphalt concrete crack sealing will be measured by the pound of sealant used. The manufacturer's weight of the sealant and field verification by the Highway Department will be accepted as the basis for measurement. Excess routed asphalt and crack seal treatment debris shall be removed from the roadway within 72 hours. On urban streets, with maintained lawns and curbs with gutters, the excess material must be removed with a pick-up broom and disposed of.
