By virtue of statutory authority, preference will be given to materials, products, and supplies found or produced within the State of South Dakota. The Board of Commissioners reserves the right to reject any or all bids, to waive any irregularities therein, and reserves the right to award the contract to the lowest responsible bidder as they so determine. Asphalt Surface Treatment shall include all labor, materials, traffic control, equipment, and incidentals to complete an application of asphalt with a spread of cover aggregate in accordance with the requirements of (SDDOT) "Standard Specifications for Roads and Bridges," 2015 Edition, Section 360, as updated, supplemented, and corrected. The Estimate of Quantities indicates the anticipated application rates, which may be varied by the Engineer. Aggregate will be paid for by the square yard instead of tons to reduce waste. It is the County's intention to use the lowest application rate that provides uniform coverage, and hold this application rate constant for all roads. The asphalt application rate will vary from road to road. A 25 lb. sample of type 2A cover aggregate must be provided to the Pennington County Highway Department, if requested, at least two weeks before commencing work, for adjusting application rates. Excess cover aggregate shall be removed within 72 hours and prior to fog sealing. On rural roads, the excess aggregate may be swept onto the inslopes. On urban streets, with or without curb, the excess aggregate must be picked up and disposed of.
