City Light had a double circuit crossing over the Duwamish River between the City of Seattle South Park Neighborhood on the west side and the City of Tukwila on the east side. The original overhead crossing (2 circuits) provided switching capabilities and increased reliability from the 1940s to 2003, when it had to be removed due to aged and failing overhead support structure. City Light is relocating and undergrounding what had been part of City Light's Distribution system to replace the functions of the previous wires, and provide greater reliability, switching capability and system resilience to the South Park Neighborhood and along East Marginal Way. In 2021, City Light commissioned a feasibility study to evaluate three potential underground crossing locations known as "Bridge Crossing", "Donovan Crossing", and "Dallas Crossing". Each crossing included two separate Horizontal Directional Drilled (HDD) borings varying from 50 to 120 feet of separation. Each crossing was scored based on constructability (including assumed field and ground conditions, available work area, access, etc.), WMBE firms need not be state certified to meet the City's WMBE definition. The City defines WMBE firms as at least 51% (percent) owned by women and/or minority. To be recognized as a WMBE, register on the City's Online Business Directory. Federally funded transportation projects require a Disadvantaged Business Enterprises (DBE) program; for that program, firms must be certified by the Washington State Office of Minority and Women Business Enterprises (OMWBE).
