All contractors and subcontractors must be licensed within the State of Michigan and shall have experience in this type of building construction. Qualified bidders may submit bids for project as described in this Advertisement for Bids and in accordance with the Instructions to Bidders. A Disadvantaged Business Enterprise (DBE) participation goal of 3.0% is required for this project. Contractor will be required to maintain insurance as specified in the Special Provisions. SCOPE OF PROJECT The project includes the replacement of all siding, windows, doors, and roofing of existing Building 608. The project also includes the addition of a new fire Alarm System along with the installation of a new overhead door at existing Hangar 662. The project also includes the installation of a heat trace at existing Hangar 665. BID SECURITY Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 90 days after opening of bids. BONDING REQUIREMENTS Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, each in the amount of 100 percent of the contract price will be required at the time of contract execution. The Request must be received by Monday, March 13, 2023, at 10:00 a.m. eastern time. The Request must contain the name, firm, phone number, and email of those logging on and/or calling in. The Invitation to the CARES Buildings Project Pre-Bid Meeting will be emailed to all requesters starting on Monday, March 13, 2023, 4:00 p.m. eastern. TIME OF COMPLETION AND LIQUIDATED DAMAGES The project shall be Substantial Complete within three hundred thirty (330) calendar days from the effective date of Notice-to-Proceed. The project shall be Final Complete within three hundred sixty-one (361) calendar days from the effective date of the Notice-to Proceed. Liquidated damages will be assessed at the rate of $2,500 per calendar day. AIRPORT IMPROVEMENT PROGRAM CONTRACT PROVISIONS The proposed project is part of a Coronavirus Aid, Relief, and Economic Security (CARES) Act undertaken by Marquette County in accordance with terms and conditions of a grant agreement between Marquette County and the Federal Aviation Administration, and under provisions of the Airport and Airway Improvement Act, as amended. The Contractor must incorporate the following Contract Provisions for AIP projects; Buy American Preference, Foreign Trade Restriction, Davis Bacon, Affirmative Action, Government Wide Debarment and Suspension, Government Requirements for Drug-free Workplace. Other provisions will be listed in the Contract Documents. Note that the Buy American Certification for Buildings must be submitted with the bid. This project is funded in part with Federal Aviation Administration and Michigan Department of Transportation funding. All state and federal guidelines must be followed. WAGE REQUIREMENTS The Contractor will be required to comply with the wage, labor requirements, and pay minimum wages in accordance with the schedule of wage rates established by the Department of Labor per General Decision Number MI20200135. CONTRACT AWARD All proposals submitted in accordance with the instructions presented herein will be subject to evaluation. Bids may be held for a period not to exceed ninety (90) calendar days from the date of the bid opening for the purpose of conducting the bid evaluation.
