The Development Consultant shall be required to provide all the necessary labor, personnel, transportation, materials, supplies, equipment, insurance, subject-matter expertise, and any other item(s) or resource(s) needed to perform the following services on an "as needed basis", which includes, but is not limited to: The Offeror will assist with certain development activities including the use of Consultant's experience certification ("Experience Certificate") as issued by the Texas Department of Housing and Community Affairs ("TDHCA") and required for the submission of the tax credit application to TDHCA for the Project. Providing technical assistance, guidance, and training to HCHA's staff to facilitate project plan development, and execution of HCHA's new construction and rehabilitation projects. Harris County Housing Authority ("HCHA") is governed by the Texas Housing Authorities Law, codified in the Texas Local Government Code. The Authority is a unit of government, and its functions are essential governmental functions. It operates and manages its affordable housing developments to provide decent, safe, sanitary, and affordable housing to low-income families, veterans, the elderly, and the disabled, and implements various programs designed and funded by the U.S. Department of Housing and Urban Development ("HUD"). The HCHA is a Public Housing Agency ("PHA") that administers various programs. HCHA'srevenue is derived from federal funds, administrative fees, development grants, and rental income. HCHA enters and executes contracts and other instruments that are necessary and convenient to the exercise of its powers. Receipt of Written Questions March 3, 2023 The property of HCHA is used for essential public and governmental purposes. The Authority and its property are exempt from all taxes, including sales tax on all its purchases of supplies and services. Proposals may also be emailed as a PDF attachment to dominique.king@hchatexas.org. If submitting an electronic copy, only one (1) proposal should be emailed. Electronic submission of the proposal shall be considered signed by a principal or authorized representative of the Offeror. Offerors are solely responsible for ensuring that their proposals are received by the time and date stated. Receipt at HCHA after the due date and time specified will be cause for rejection. Proposals by telegram, telephone, or facsimile, or handwritten proposals, will not be accepted by HCHA.
