Renovation of a residential development in Crowley, Louisiana. Completed plans call for the renovation of a residential development.
r Contractors are invited to submit a bid for the construction of replacement of interior finishes, i.e., walls, floors, ceilings, cabinets, plumbing fixtures, electrical wiring, electrical fixtures, hardware, etc. for the Housing Authority of Crowley, Louisiana. Bids shall be accepted from Contractors who are licensed under LA R.S. 37:2150-2163 for the Classification of General Contractor. Each bona fide bidder is required to comply with provisions and requirements of LA R.S.38: 2212(A)(1) (c). No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of LA R.S. 38:2214 or without the consent of the Housing Authority. The Work for this project is generally described in paragraph C. Bids shall be a Stipulated Sum basis as per the original documents. Bidders are required to submit all documents indicated in Document 00 43 93 Bid Submittal Checklist. H. All bids will be publicly opened and read aloud immediately after the time set for submittal. I. The Owner requires the Architect to issue Substantial Completion of the Work on or before 300 calendar days after the Notice to Proceed. Thereafter, liquidated damages will be charged. J. A Bid Security (a certified check or bank draft made payable to the Housing Authority, U. S. Government Bonds, or satisfactory Bid Bond executed by the bidder and acceptable Sureties) in the amount of 5% of the highest possible bid amount is required. K. Bids are required to be submitted under a condition of irrevocability for a period of 30 days after submittal. L. Submit bids on the Bid Form provided. M. Refer to Document 00 21 13 Instructions to Bidders for additional information. N. Attention is called to the provisions for equal employment opportunity, and payment of not less than the minimum salaries and wages set forth in the specifications under the Davis-Bacon Act, must be paid on this project. O. The Housing Authority of the reserves the right to reject any or all bids for just cause. P. Bidders should be aware that the project is funded by Capital Fund Program of the Department of Housing & Urban Development of the Government of the United States. The successful bidder will be required to furnish and pay for satisfactory performance and payment bond or bonds. A Pre-Bid conference will be scheduled by addendum. Project Address-Buck Sweeney Drive & Bruner Avenue Crowley, LA 70526 1. The base bid on this project consists of eight individual dwelling units type "A" as follows 171, 175, 183, 189, 193, 203, 205 and 209, plus four individual dwelling units type "B" as follows 172, 184, 202 and 210. 2. The bid package also calls for a deduct alternate (Alternate 1) for one type "A" unit and an additional deduct alternate (Alternate 2) for one type "B" unit. 3. All gypsum board walls throughout the units are to remain and are to be patched a necessary. Washed and painted in accordance with the painting sections of the specifications. 4. The ceilings are to be remain as is and to be washed and painted in accordance with the painting section of the specifications. 5. Furnish and install wood base and shoe in all rooms as called for in the room finish schedule. 6. Finish surfaces not already called for shall be sanded, caulked, and painted a required for a complete finish. This to include but limited to shelving, trim, etc. 7. Furnish and install five (5) 3/4 " plywood shelves with 1x2 nosing and 3" ledgers in the Pantry and Living room. 8. Furnish and install a new 3/4 " plywood shelf with a 1x2 nosing at 5'-8" heigh in the bedroom closet. Furnish and install a new galvanized pipe hanging rod with brackets at 5'-4" in the bedroom closet. The brackets are to be made from a section of 2 x 6 with a hole drilled for the pipe well anchored to the walls. 9. All existing cabinets are to be removed. Furnish and install new cabinets, tops, splash, metal wall covering as shown in the plans and as specified. 10. It is the intent that all interior doors and frames are to be replaced. These doors are to receive new hardware as specified. These doors and frames are to be painted s specified. 11. There is an existing demising partition in each attic separating the dwelling units. The contractor is to check out the partitions to be sure they are up to code. 12. The HVAC closet exists as shown in the plans. 13. Each dwelling unit has a shower. The shower is not part of this project. 14. Provide quartz countertop on the lavatory in all units. The lavatory is a drop in type. 15. Bathrooms are to have new accessories such as towel bars (2), toilet tissue dispensers and medicine cabinets. The units to have handicapped bars at the toilet. See the elevations on the plans. 16. Install a 1x4 over each window. It shall extend 6" on both sides of the window and it shall be sanded and caulked if necessary and painted. 17. Furnish and install a sheet metal stainless steel section over the range as shown in the plans. 18. Remove the ceiling fans and give them to the maintenance department. 19. All the existing floor tile is to be removed. The slab shall be clean enough for the ceramic tile to adhere to the slab. We have had problems here. 20. Furnish and install a new washer box complete with new faucets and furnish and install a new dryer vent. 21. Replace all plumbing fixtures in accordance with the plumbing fixture schedule in the specifications. The existing water closet is a flush valve type. It is the be replaced with a tank type water closet. 22. Because of the location of the HVAC closet in the unit, a condensate pump will have to be used. The condensation will have to be piped through the attic to a vent stack. The pipe will have to be a color so that the rodents will not chew on it. 23. Furnish and install a new 1.5-ton HVAC system with electric heat, complete with a cooling coil and a 1.5-ton condensing unit, refrigeration lines, insulated on liquid line only and charged with the appropriate freon. The system should have a seer rating of a least 15. The system is to be complete with ducts, etc., as hereinafter called for. The refrigeration lines are to be installed on the exterior wall down to the condensing unit in a sheet metal enclosure. 24. The return air space below the heater shall have board type insulation installed on the walls of the space for sound control purposes. The rough side of the insulation to be exposed. The condensate pump is to be located in this space. 25. Furnish and install two 4" diameter fresh air ducts from the attic to the HVAC closet for fresh air for the heater. One shall extend down to 12" above the platform and the other to the top of the heater. These shall be screened so that rodents cannot get into the closet. 26. Ducts shall be existing ductwork. 27. The refrigerant copper to be soft drawn dehydrated copper and only the liquid line to be insulated with Armoflex. 28. Ceiling grilles are to be Airmate series e4033-0 anodized aluminum finish or approved equal. The return air grille to be Relible GFXD anodized aluminum with gasket or approved equal. 29. The condensate drain shall have a safety switch where the drain leaves the coil that will shut down the system to prevent flooding in the floor space of the HVAC closet if there is a malfunction in the drain. 30. Furnish and install a smoke detector in each bedroom and one in the living area. The smoke detectors are to be on dedicated arc fault circuits. The smoke detector in the living area shall be "co" capable. 31. Install an electric box in the return air space for the condensate pump. Install a new 30 amp outlet near the dryer location. Install a 60-amp outlet behind the range in the kitchen. 32. It is the intent that each one of these units are not to be completely rewired, however, new devices are to be installed at each existing location. 33. Furnish and install a 120-volt outlet behind the range in the kitchen since the ranges have electronic devices. 34. The electrical outlet at the refrigerator location is not to be connected to the GFI outlets in the kitchen. 35. All telephone and tv wiring are to be completely replaced in each unit complete with new boxes and plates all of which to be concealed in the walls. 36. Install a 5/8" x 8' ground rod with a #4 bare ground wire at each entrance. 37. Hose bibbs are to be replaced at each unit. 38. The electrical entrance boxes are not to be replaced. Replace all the breakers in the electrical panel. All to be appropriately sized. 39. Furnish and install new light fixtures as called for in the specifications.
