1. Develop all studies, investigations, analyses, inspection reports, program development and recommendations for Best Management Practices (BMP's) to meet the applicable requirements of the City's MS4 Stormwater Discharge Permit and the Virginia Stormwater Management Program which may include, but not be limited to BMP's and other programmatic elements to address Minimum Control Measures (MCM's) 1-6 of the MS4 Program. 2. Total Maximum Daily Load (TMDL) Compliance; Analysis and revision of the Chesapeake Bay TMDL action plan. 3. Development of funding strategies and recommendations for the City Stormwater Program. 4. Assistance with the administration of the City's local stormwater management program regulating development projects/activities in the City. 5. Design and permitting of retrofit projects for stormwater management facilities. 6. Design and permitting of stream restoration projects. 7. Flood Control Dam planning, maintenance, restoration, and compliance: a) Design and permitting of flood control dam projects and maintenance activities. b) Development of Emergency Action Plans and Inundation studies for City owned flood control dam. c) Assistance with regulatory compliance of City owned flood control dam. The City of Waynesboro (a.k.a "City" or "Owner"), Virginia is seeking proposals from qualified Engineering Firms (a.k.a. "Offeror", "Contractor", or "Company") for professional engineering services associated with its Municipal Separate Storm Sewer System (MS4) permit, the Stormwater Capital Improvement Plan, and for services associated with design, bid phase, and construction management of the projects identified in said CIP. The City expects to award one, or more, Professional Services Contract(s) from this solicitation for a one (1) year term. Any resulting contract(s) may possibly be renewed for three (3) additional one (1) year terms under the terms and conditions of this Request for Proposals (RFP) - Code of Virginia 2.2-4303.1. All Firms submitting proposals shall abide by all applicable State and Federal laws and be licensed to provide engineering services in the Commonwealth of Virginia. The City does not discriminate against faith-based organizations in accordance with the Code of Virginia, 2.2-4343.1 or against an Offeror because of race, religion, color, sex, national origin, age, disability, sexual orientation, gender identity, political affiliation, or veteran status or any other basis prohibited by state law relating to discrimination in employment.
