Board of County Commissioners of the County of Salem will receive sealed Bids for "HOT MIX ASPHALT AND CONCRETE TESTING & INSPECTION SERVICES FOR THE COUNTY OF SALEM" in accordance with the Specifications, therefore. Bids must be submitted on standard proposal forms in the manner designated within the Specifications. Bids must be submitted in sealed envelopes bearing the name and address of the Bidder on the outside along with the Project being Bid. All Bids must be received on or before the scheduled time. Salem County is not responsible for late delivery of Bids. Late Bids will not be considered. Bids must be accompanied by a CERTIFIED CHECK for TEN PERCENT (10%) of the amount Bid or an acceptable BID BOND. A CONSENT OF SURETY from an approved Surety Company must also be submitted with the Bid. This bid is being solicited through fair and open process in accordance with the requirements of N.J.S.A. 19:44A-20.4, and shall be in conformance with the applicable requirements of the "Local Public Contracts Law," N.J.S.A. 40A:11-1 et seq. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action Statute and Regulations), N.J.S.A. 34:11-56.27 (the Prevailing Wage Act) and 42 U.S.C.A. 12101 et seq. (the Americans with Disabilities Act.) All bidders must comply with N.J.S.A. 52:25-24.2 (P.L. 1977, c.33) and submit a Disclosure Statement listing stockholders with their submitted bid. The award of the contract shall be made subject to the necessary moneys to do the work being provided by the County of Salem in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the County of Salem in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work. All bidders must provide a copy of their State of New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, along with copies of the State of New Jersey Business Registration Certificate of all sub-contractors, prior to the award of the bid in accordance with such act. All bidders are hereby notified they must comply with N.J.S.A. 34:22-56.48 et seq. (the Public Works Contractor Registration Act) and any subcontractors are to be registered under said act. In lieu of dropping off Bid documents in person we strongly request you use the US Postal System Certified Mail, "Fed Ex", "UPS" or other mail delivery service that will be able to confirm receipt of delivery. Salem County continues to receive mail and deliveries on a daily basis.
