The MDOT SHA hereby notifies all bidders that in regard to any contract entered into pursuant to this advertisement, minority/ disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of race, color, religion, ancestry, national origin, sex, age, marital status, sexual orientation, sexual identity, genetic information or disability in consideration for an award. Minority/ Disadvantaged business enterprises are encouraged to respond to this solicitation. On Federally assisted projects, the bidder's attention is called to the Standard Federal Equal Employment Opportunity Construction Contract Specifications (Executive Order 11246) which is a part of the contract proposal. All of these activities shall be done in accordance with Title VI of the 1964 Civil Rights Act, as amended. It is the goal of MDOT SHA that Disadvantaged and/or Minority Business Enterprises participate in all Federal Aid and State contracts, as applicable. Each contract will contain a specific participation goal. County: Harford Classification: F ($5,000,001 to $10,000,000) Funding: Federal F.A.P. Number: AC-STBG-G-1247(16)E This project, located in Harford County, is for the construction of a portion of MD 24 (Rocks Road). Beginning approximately 2150 ft South of Sharon Road and extending in a Northernly direction to approximately 700 ft South of Sharon Road for a total distance 0.32 miles. The proposed roadway, placed in the same location as the existing roadway, will mill and overlay the entire project limits, construct longitudinal underdrain along the northbound edge of pavement and reconstruct both stream embankments by realigning approximately half of the width of Deer Creek to the east. During the realignment of Deer Creek, additional flow area will be created along the eastern bank of the river. The additional flow area will consist of a vegetated aquatic bench feature, which will allow for flow in the river to spread and reduce the hydraulic stresses acting upon the northbound roadway embankment. The shift in the river to the east will be recreated to mimic the natural conditions of Deer Creek through this section of the river. The aquatic bench will be planted with native vegetation and provide additional habitat and recreational opportunities. Doing so will allow the northbound MD 24 roadway embankment to be constructed at a stable slope angle and permit the reestablishment of native vegetation and preserve the aesthetic nature of Rocks State Park. The completed project will improve both surface and subsurface drainage of the roadway, create a stable roadway embankment, recreate, and protect the natural geologic and riparian features of the park, and improve public safety. A Pre Bid Conference will not be held for this project. Minimum wage rates for each Project, if applicable, have been pre-determined by law and are set forth in the Invitation for Bids (IFB). Bids must only be made upon the latest electronic proposal forms (and attachments) that are furnished by the Administration. In accordance with State Finance and Procurement Title 13 of the Annotated Code of Maryland, no bid, performance or payment bonds are required for bids less than $100,000.00. However, bids $100,000.00 and above will not be considered unless a Bid Security is submitted as outlined in the Invitation for Bids. Bid Security shall equal at least five percent (5%) of the total amount bid. Also, the successful bidder will be required to supply Payment and Performance Bonds for all Contracts in excess of $100,000.00. The MDOT SHA reserves the right to reject any and all bids.
