The City is soliciting proposals for the project known as the 2023 Water Distribution and Sewer Collection Supplies. Proposals will not be considered responsive unless submitted in accordance with the Instructions, Specifications, General Conditions, and other materials contained in the RFP packet. The Respondent shall carefully examine the information contained in the RFP packet before submitting a proposal. The submission of a proposal shall be considered evidence that the respondent made such an examination and is satisfied as to the contract requirements. The City may enter into a single contract for the furnishing and delivery of the supplies called for under this RFP or may award multiple contracts to multiple Respondents, as it is the City's intent to award contracts per supply based on submitted prices. The City, in its sole discretion, shall determine which proposal represents lowest and best unit price. The lowest cost, while a consideration, will not exclusively govern the contract award. The award shall be made from all considerations, including which proposal best meets the scope and intent of the RFP and is in the best interests of the City. The City reserves the right to waive any formalities, discrepancies or irregularities in the proposals, or to negotiate any variance from the RFP specifications, or to reject and all proposals. No proposal may be withdrawn after the scheduled closing time for receipt of proposals except upon the authorization of the City Manager.
