Only individuals who attended the Mandatory Site Walk Through can bid this project- A two-day mandatory pre-bid site walk will be held on February 16, 2023, and February 17, 2023. Clinton County 9-1-1 Tower Project The project involves the purchase and installation of a P25 Phase 2, digital, trunking capable, repeated, simulcast, VHF Next Generation Public Safety Radio System. Specifically, the project will provide for the purchase new digital portable and mobile subscriber units for Northern Clinton County's Emergency Service providers, upgrade all of the existing 911 towers with microwave technology and antennas, evaluate new 911 tower sites and upgrade the 911 Communication Center dispatch consoles and the P25 compliant digital voice and data core and software. Bidders will be required to provide Bid security in the form of a Bid Bond or certified check in an amount of no less than 10 percent of the Bid Sum. The Project is subject to the requirements of the Davis-Bacon Wage Rate Act, as amended at the time of the bid opening. The project has MBE (5%), WBE (3%) and Section 3 (10%) solicitation goals. The bidder is required to provide evidence of efforts to meet these utilization goals. This Project is financed in part by a grant from the Federal Department of Housing and Urban Development (HUD), Under the administration of the Commonwealth of Pennsylvania Department of Community and Economic Development (DCED). This project is also financed in part by a grant from the United States Department of Agriculture. Bids will be required to be submitted under a condition of irrevocability for a period of 60 days after submission. No Bidder may withdraw his Bid before the expiration of the 60-day period. The Owner reserves the right to accept or reject any or all Bids.
