It is the intent of WSSC Water to enter a Contract with a single Contractor to load, transport, unload, and manage biosolids generated by its water resource recovery facilities (WRRF). The Piscataway Bioenergy Facility (Bioenergy Facility), the largest and the most technically advanced facility ever constructed by WSSC Water will use innovative technology to recover resources and produce green energy. The Bioenergy Facility will serve as the central biosolids processing site for WSSC Water's system and allow the Facility to process both on-site generated and remotely generated unstabilized solids. The Bioenergy Facility will receive unstabilized biosolids from WSSC Water's five (5) existing WRRFs and will produce Class A biosolids. The transition to centralized biosolids treatment and processing, including the import of biosolids from remote WFFRs will be completed in a phased approach as defined in this scope. Upon receipt of a Maryland Department of Environment (MDE) Class A designation, the biosolids produced at the Bioenergy Facility will be treated and managed as Class A Biosolids. The five (5) WRRFs are projected to collectively produce up to 116,000 wet tons of unstabilized biosolids per year. The Contractor shall transport an estimated 75,000 wet tons of unstabilized biosolids a year from the four (4) WRRFs (excluding Piscataway) to the Bioenergy Facility. The Bioenergy Facility is expected to produce approximately 65,000 wet tons / year of thermally hydrolyzed anaerobically (TH/AD) biosolids. Dewatered unstabilized solids (cake) from all WRRFs and biosolids from the Bioenergy Facility will typically range from 15% - 25% dry solids. Biosolids produced at the Bioenergy Facility will be permitted and managed as a Class B product until a Class A designation can be obtained. Unstabilized solids and/or biosolids not meeting Class A or Class B stabilization requirements shall be managed by the Contractor utilizing offsite stabilization, landfilling, or other disposal method approved by the Commission.
