The City of San Diego seeks a Construction Management Professional to provide support for the Engineering & Capital Projects Department/Construction Management and Field Engineering Division Bridge Construction staff for the El Camino Real Bridge Replacement & Road Widening project (Bridge 57C-0042; S-00856). The project involves the realignment and widening of El Camino Real to a four-lane major road and replacing the existing bridge over the San Dieguito River. The existing bridge will be replaced with a new cast-in-place prestressed concrete haunched box girder bridge with a length of 354 feet and a width of 76 feet, set on a diagonal across the San Dieguito River to the east of the existing bridge, and will include a new 16-inch water PVC water main to be installed across the bridge and beneath the realigned road. Roadway improvements extend along El Camino Real between Via de la Valle and San Dieguito Road and along Via de la Valle between approximately 350 feet west of the intersection with proposed El Camino Real/De La Valle Place and the intersection with North El Camino Real. The project will coordinate with the adjacent CIP Via de la Valle Pipeline (WBS B-22015) during all construction activities. This project is federally funded in coordination with Caltrans Department of Transportation (Caltrans). Familiarity with Caltrans policies, procedures, and processes via Local Assistance Procedures Manual/Local Assistance Program Guidelines (LAPM/LAPG) is required. It is projected that two (2) construction managers/engineers, testing services, and survey services will be required. Environmental observation, compliance, and reporting services is expected, requiring services of several biologists with a variety of specializations and certifications. GIS experts and permit planners may be required. Prevailing wage rates apply where applicable. Estimated Bid Value Between $6.25 Million and $7 Million The selected Construction Management Professional is expected to provide Quality Assurance, professional engineering inspection, biological monitoring, revegetation mitigation and monitoring, permit compliance monitoring, and construction contract management and administration support in conjunction with the City's Oversight Engineer and Resident Engineer. Due to the nature of the work, prior recent experience in roadway construction and bridge construction over water near environmentally sensitive habitat is required. The work also requires prior experience in the installation of wethole cast-in-drill-hole pile, demolition of the existing structures over water, testing and sampling, dry and wet utility coordination, and may have substantial night work phases. Familiarity with Caltrans standards, policies, procedures, and processes via Local Assistance (LAPM/LAPG) is required. Reservation of Rights. The City reserves the right, from time to time, to review the Construction Management Professional's insurance coverage, limits, deductible and self-insured retentions to determine if they are acceptable to the City. The City will reimburse the Construction Management Professional for the cost of the additional premium for any coverage requested by the City in excess of what is required by this Agreement without overhead, profit, or any other markup *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
