Site work and new construction of a municipal facility in Rome, New York. Completed plans call for the construction of a municipal facility; and 3,500-square-foot municipal facility.

Project No: 12995.00 The project includes a new addition to the Rome City Hall building at 198 North Washington Street, infilling an existing breezeway on the ground floor. Work will include demolition of existing curtainwall, excavation for new foundations, and construction of a new 3,500 sf space with new entry, lobby, community room, and restrooms, and security upgrades throughout the building. The project also includes replacement of the steel framed windows throughout the entire facility The City of Rome is rebidding a portion of the RFB 2023-009R bid for mechanical and Plumbing disciplines only. The RFB 2023-009 was awarded to Murnane Builders. Project Location: 198 North Washington Street, Rome, NY 13440 All bids must be received no later than submission deadline listed above. The City of Rome will not accept late bid submissions. Electronic submissions are not permitted for these bidding documents. All bids shall be made on forms furnished and shall be enclosed in a sealed envelope marked to the attention of the City Clerk as follows: RFB-2023-009 Rome City Hall Enhancements (Bidders Name) There will be no pre-bid conference for this bid. All questions should be directed to the architect's representative. Bids shall be accompanied by money order, certified check, or bid bond in the amount of 5% of the total bid price, payable to the City Treasurer, City of Rome, Rome New York. No bidder may withdraw their bid within sixty (60) calendar days after the actual date of the opening thereof. Incomplete bids will be disqualified. This project is funded through the Downtown Revitalization Initiative and administered through the New York State Department of State and is subject to the following conditions: MWBE Business Participation All components of this project are subject to Article 15-A of the New York State Executive Law and New York Code of Rules & Regulations, Title 5 (NYCRR) Parts 140-145, concerning criteria for contractor MBE/WBE Participation. MINORITY & WOMEN OWNED BUSINESS ENTERPRISE (M/WBE) PARTICIPATION REQUIREMENT OF 30% FOR THE PROJECT. Service-Disabled Veteran-Owned Businesses Participation Article 17-B of the Executive Law, enacted in 2014, authorized the creation of the Division of ServiceDisabled Veterans' Business Development to promote participation of Service-Disabled Veteran-Owned Businesses (SDVOBs) in New York State contracting. The Service-Disabled Veteran-Owned Business Act recognizes the veterans' service to and sacrifice for our nation, declares that it is New York State's public policy to promote and encourage the continuing economic development of service-disabled veteran-owned businesses, and allows eligible Veteran business owners to become certified as a New York State Service-Disabled Veteran-Owned Business (SDVOB), in order to increase their participation in New York State's contracting opportunities. To this effect, the Department of State (DOS) has implemented a Veteran- Owned Businesses (SDVOB) Program, as mandated by Article 17-B. Empire State Development strongly encourages grantees to make every effort, to the maximum extent possible, to engage certified SDVOBs in the purchasing of commodities, services and technology in the performance of their contracts with the Department. SERVICE-DISABLED VETERAN-OWNED BUSINESS (SDVOB) PARTICIPATION REQUIREMENT OF 6% FOR THE PROJECT. This project is partially funded through the American Recuse Plan Act State - State and Local Fiscal Recovery Fund and is subject to the Code of Federal Regulation Appendix II to part 200 - Contract Provisions for Non-Federal Entity Contracts Under Federal Awards It is the policy of the City of Rome to encourage the greatest possible participation of minority and women-owned business enterprises (MWBEs). All qualified MWBE suppliers, contractors, and/or businesses will be afforded equal opportunity without discrimination because of race, color, religion, national origin, sex, age, disability, or sexual preference.
