Renovate and Expand the Existing Athletic Center Building Request for Qualifications for Construction Management at Risk Services, Quinsigamond Community College, IQ Center, 670 West Boylston Street, Worcester, MA. This project is to renovate and expand the existing Athletic Center Building into a modern learning facility, which will be called the "IQ Center", that will have state-of-the-art classroom facilities, hospitality training programs, advanced manufacturing spaces, renovated gymnasium, locker rooms, and other supporting facilities. The design intends to add a Mezzanine floor of about 2,500 sf within the existing envelope. Firms interested in providing Public Construction Manager at Risk Services ("CM" or "CM at Risk") for the Quinsigamond Community College - IQ Center, 670 West Boylston Street, Worcester, MA are invited to submit a Statement of Qualifications ("SOQ") to the Division of Capital Asset Management & Maintenance ("DCAMM"). This CM at Risk procurement is conducted pursuant to M.G.L. 149A, contained in Chapter 193 of the Acts of 2004. This Request for Qualifications ("RFQ") is the first phase of a two-phase procurement process as set forth in M.G.L. 149A. DCAMM is prequalifying firms interested in providing public CM at Risk services for the project through the RFQ process. DCAMM will evaluate submitted SOQs based upon the identified evaluation criteria as set forth in the RFQ and will select those respondents it deems qualified. Only those respondents deemed qualified will be invited to submit a proposal in response to a detailed Request for Proposals ("RFP"), which will be issued in the second phase of the procurement process. The project delivery method for construction will be public CM at Risk with a Guaranteed Maximum Price ("GMP") under M.G.L. 149A. In addition, firms interested in being prequalified must demonstrate that they have had prior experience as a Construction Manager on at least three CM-at-Risk projects and have completed at least one project of a similar cost, complexity, type and size as this project as it is described further below and in the RFQ. The prior CM-at-Risk projects must have been completed within the last ten (10) years. This project is to renovate and expand the existing Athletic Center Building into a modern learning facility, which will be called the "IQ Center", that will have state-of-the-art classroom facilities, hospitality training programs, advanced manufacturing spaces, renovated gymnasium, locker rooms, and other supporting facilities. The design intends to add a Mezzanine floor of about 2,500 sf within the existing envelope. The existing prefab Athletic Center Building is located on the main campus of Quinsigamond Community College located at 670 West Boylston Street, Worcester, MA. The building was built in the mid-1960s. It has a blue color painted metal roof with masonry exterior walls. The prefab steel frame is exposed both in the interior and the exterior of the walls. The building contains about 45,500 square feet of total space and the new design intends to expand it to about 49,000 square feet. Over time, the program housed an advanced manufacturing lab, several flex classrooms, campus police, and campus facilities. The project goals are to renovate and expand the existing Athletic Center Building into a modern learning facility (which will be called the "IQ Center") that would be a welcoming and accessible hub for students, faculty, and staff. It will have state-of-the-art classroom facilities, hospitality training programs, advanced manufacturing spaces, renovated gymnasium, locker rooms, and other supporting facilities. The design intends to add a Mezzanine floor of about 2,500 sf within the existing envelope for additional classrooms and meeting spaces. The design will eliminate the split level to create both a contiguous Main Level and Lower Level. Moreover, the existing envelope will be upgraded to meet the current energy codes. The new design will add a new "Front Door", and an elevator and ensure all spaces in the renovated building will be fully accessible. It is the intention of this Project to produce a Massachusetts LEED Plus certifiable facility. Conceptual Estimated Construction Cost: $18,860,000 The architectural firm of Goody Clancy & Associates, Inc. is currently completing the study phase of this project. DCAMM anticipates that the study for the project will be certified in July of 2023, with the construction project designer under contract by late fall 2023. Construction documents will be completed during spring 2024. It is anticipated that the Construction Manager will be under contract while the construction documents are being developed, with a possible construction start in the summer of 2024. The construction is expected to be completed within approximately eighteen months. It is intended that the construction be completed and that the building be fully functional and occupied by winter 2026.
