Description

Site work and paving for a road / highway in Frederick, Maryland. Design plans call for site work for a road / highway; and for paving for a road / highway.

The project is to create 100% design documents for Phase 4 of the East Street Rails with Trails project, consisting of a shared-use path within the Walkersville Southern right-of-way extending from the existing path terminus along Wormans Mill Road / behind Lowes Shopping Center, to the terminus of the new Frederick-County managed project Frederick and Pennsylvanian Railroad Trail at the north side of Monocacy Blvd near Clerestory Park (Exhibit #1 and Exhibit #2). Alignment options of the SUP are generally described in a 2013 conceptual (30%) design and report prepared by Toole Design, provided as Exhibit #3 to this scope. However, the final alignment can deviate from the existing 30% concept design, depending on the engineers' determination of best route, lowest cost, safety, availability of easements, etc. An updated 30% conceptual design analysis and report are a part of this project. The procurement methods and procedures follow the Brooks Act, which requires open competition by advertising, evaluation, ranking, selecting, and negotiating contracts based on demonstrated competence and qualifications for the type of engineering and design services being procured and at a fair and reasonable price. As of December 5, 2024, the project is in design. The construction completion timeline has not been released. A tentative bid schedule for contractors has not been disclosed. Further details regarding construction and completion timelines have not been identified.
